Contracting Officer, KATHLEEN L. WETHERELL This is a market survey. The
Air Force Office of Scientific Research requires a contractor to
evaluate individual research proposals with subsequent submission of
narrative reports on findings, conclusions; and, assemble panels of
experts to evaluate all or portions of the research program in the
Directorate of Aerospace and Materials Sciences and submit narrative
reports on the findings and conclusions. The research subareas for
aerospace science include: structural mechanics, mechanics of
materials, particulate mechanics, external aerodynamics and
hypersonics, internal fluid dynamics, turbulence prediction and
control, airbreathing combustion, space power and propulsion and aero
propulsion diagnostics. The research subareas for materials science
include: metallic structural materials and ceramics and nonmetallic
structural materials. The contract will provide advice, guidance and
recommendations. Successful performance of these needs requires that
the contractor have the following expertise and capabilities: (a) The
contractor must have the capability to attract and select distinguished
experts of the highest caliber in aerospace and materials sciences on
a nationwide basis to serve as panel members to evaluate proposals and
programs. (b) The contractor must assemble select panels of experts to
provide independent, objective, high quality scientific and technical
assessment of issues affecting the AFOSR Aerospace and Materials
Sciences Directorate. The contractor must have the prestige and
reputation such that experts from private industry and academia will
serve at minimal or no cost to the government. (c) The contractor must
be familiar with the research and development interests of the AFOSR
Directorate of Aerospace and Materials Sciences. (d) The offered panel
of experts must be recognized authorities with prior experience in the
assessment of complex technical issues. (e) The contractor must provide
the same measure of expertise, independence, objectivity and audience
acceptance provided by the National Academy of Sciences or National
Academy of Engineering. Prospective sources must submit evidence
substantiating that each qualification requirement can be met. Closing
