The Naval Research Laboratory intends to negotiate on an other than full and open competitive basis with E Systems, Inc. for the study of the following three areas as they relate to the TRIXS broadcast: TRIXS Interoperability Study for A2C2S, TRIXS Interoperability Study for Radiant Hail, and On-Board Processing Design Study for TRIXS Extension. E Systems, Inc. has worked on the TRIXS system concepts since 1983 and has developed a system approach for a terminal capable of robust secure voice and data. The data and information required for the successful completion of this study is proprietary to E Systems, Inc. The Period of Performance will be from date of contract award through 12 months thereafter.
