PR-NO: SP041095R3818, DLA enhancing vendor deliveryprogram, logistics management services for the Defense Logistics Agency'S (DLA) five inventory control points (icps) including the Defense General Supply Center (DGSC), Richmond, VA; Defense Industrial supplycenter, Philadelphia, PA; defense Personnel supportcenter, Philadelphia, PA; defense construction supplycenter, Columbus, OH; and Defense Electronics supplycenter, Dayton, OH. Services shall include implementing and managing a program to improve the means of transporting the supplies purchased by the icps for domestic shipments. Program shall emphasize total asset visibility (tav) (intransit visibility), electronic data interchange (EDI), and state-of-artthird party logistics management practices. Program will be implemented on a limited test basis for select items at the Defense General Supply Center, and if determined in the Government'S best interests, be initiated on other DGSC commodities and the othericps. Total period of performance shall be one basic year and four one-year options for a potential total of five years. Offers will be evaluated using best value formal source selection technique which considers technical/management factors in addition to COST/price. Total implementation at all icps involve an estimated $4.7 billion of materiel in $1,280,014 contract actions from over 12,000 domestic Commercial vendor locations per year (based on 1994 statistics).
