issue a ``Request for Preproposals'' (RFP) in July 1995 to initiate the
ninth solicitation for the Emerging Technology Program (E09). This
portion of the Superfund Innovative Technology Evaluation (SITE)
Program fosters the further development of innovative treatment
technologies which have been successfully proven in the laboratory and
are ready for bench-scale and pilot-scale development in preparation
for field or full-scale demonstration. This solicitation is intended to
produce preproposals from the private sector for further develpment of
technologies which show promise for solving the most pressing problems
at Superfund Sites. Intent to commercialize the technology by the
developer or designate is required. Th 1995 solicitation (SITE E09)
will emphasize technologies which can treat complex mixtures of
hazardous organic or inorganic contaminants in sludge or solid by
in-situ or surface processes. Treatment may be defined as separation,
destruction, detoxification, or stabilization of contaminants.
Improvements of the waste material to facilitate solids handling of
pretreatment are also of interest. Of particular interest are treatment
technologies designed to accomplish the organic constituents; 2)
materials handling techniques which improve pre-treatment and
post-treatment operations including those which separate hazardous from
non-hazardous components; 3) low-cost methods to treat large volumes of
solids with relatively low contaminant concentration levels; 4)
biological techniques for treating soils and sludges; 5) separation of
extraction of low-level radioactive waste material from soils; 6)
in-situ treatment processes for soil and/or groundwater; and 7)
technologies for treating the following problem areas: A) wood treating
sites, B) battery waste sites, C) metals with organics, D)
pesticides/insecticides, and E) coal gasification sites. Preproposals
must be no longer than ten (10) pages and submitted in accordance with
the RFP. Preproposals will be thoroughly reviewed and evaluated by
guidelines as set forth in the RFP. Successful preproprosers will be
invited to submit a competitive Cooperative Agreement Application
including a full and detailed project proposal for funding
consideration. USEPA can provide facilities for development of
processes at two technical research locations: Cincinnati, Ohio and
Pine Bluff, Arkansas. USEPA will cost-share in each selective
Cooperative Agreement to a maximum of $150,000 per year for a maximum
of two (2) years. A minimum of 5% total project cost sharing is
required from the applicant. Under these Cooperative Agreements, fees
and profit will not be allowable costs. By submitting a preproposal in
response to the Request for Preproposals, the proposer grants EPA
permission to share the proposal with technical reviewers both within
and outside of the Agency. Preproposals containing proprietary or other
types of confidential information will be returned immediately to the
applicant without review. The SITE Program is authorized under the
Superfund Amendments Reauthorization Act of 1986 (PL99-499). All
