Armament Directorate is contemplating the award of a 24 month program
to perform design, develop, and demonstrate a smart switch capable of
determination of initial target impact of a penetrating munition with
soft and hard target media. The device must ignore other inertial
stimuli which may provide a false indication of impact. Dection of air
voids in the target structure is also a goal. Current penetrating
ordnance packages suffer from an inability to reliably detect impact
with soft media such as soils or thin targets. Fuzes for these ordnance
packages utilize accelerometer technology that is approximately ten
years old. Many advancements have occured since then that may be
applicable to this problem. The Smart Switch will consist of an
accelerometer, amplifier, frequency filter and threshold logic to
provide an output signal to the fuze indicating the precise time of
target impact. The design will be analyzed, components tested, a
survivable packaging concept created, a design(s) approved. Then a
quantity of bras board test items will be fabricated, and tested to
verify and assess target impact detection and media determination
capabilities. Prospective sources should provide evidence of their
experience in the form of the successful completion of similar
contracts, technical reports, journal publications, and presentations
at technical meetings. Prospective sources should also provide evidence
of their capability to perform accelerometer design, fabrication,
testing, and evaluation. Research and Development Streamlined
Contracting Procedures (RDSCP) apply to this acquisition in accordance
with DFARS 235.70. A standard request for proposal (RFP) will not be
issued. The solicitation is contemplated for release within 30 days and
will appear in a subsequent edition of the Commerce Business Daily. As
such, respondents to this notice must include complete address
information to the office indicated below in order to receive any

include and generate classified SECRET information. Therefore, all
potential offerors must have approved facilities for handling and
storage of classified material. All respondents shall include their
assigned Commercial and Government Entity Code. Participation by
foreign sources is prohibited. An Ombudsman has been established for
this acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his concern
during the proposal development phase of this acquisition. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before resorting to use of the Ombudsman.
