REQUIREMENTS INCLUDED IN FORTHCOMING WELFARE REFORM LEGISLATION. POC

and Human Services intends to negotiate with Mitre Corporation (Mitre),
7525 Colshire Drive, McLean, Virginia 22102, on a sole source basis
under the authority of FAR 6.302-1 to award a contract to provide the
assistance required by the DHHS Administration for Children and
Families (ACF) to identify and take necessary actions preparatory to
assuming responsibility for ADP support requirements included in the
forthcoming welfare reform legislation. The contract would include a
requirements analysis of welfare reform legislation automation
requirements, alternative systems support architecture analysis with
corresponding cost analysis and implementation steps. A key requirement
in the pending legislation is for ACF to establish National registries
of information that would be used by local entities in attempts to
locate parents delinquent in their child support obligations or to take
steps to recover unpaid obligations. One registry is the New Hire
Registry that would identify nation-wide new hire information, but an
unresolved problem in this system is how to minimize overall burden on
employers in reporting new employment information. In a related
action, Mitre currently is engaged in the Simplified Tax and Wage
Reporting System (STAWRS) project which explores new ways to allow
employers to file wage and tax information and payments to one entity
with this entity making the required distributions instead of having
employers send the same information to multiple agencies. Under this
project, Mitre has examined current operational problems, defined new
approaches to process wage-related data and payments, quantified the
costs and benefits of these approaches, and addressed legal
legislative, institutional and regulatory issues. This work affords
substantial insight into some the problems associated with welfare
reform legislation. In order to enable ACF to assume responsibility for
the ADP support requirements to be included in the welfare reform
legislation in a timely manner, DHHS cannot allow the additional time
that would be required to accumulate the vital background data and
expertise Mitre already possesses as result of participating in the
STAWRS project. It is believed that Mitre is the only organization
qualified to successfully undertake and complete this project. The
purpose of this synopsis is to determine whether there may be other
sources with the requisite qualifications to perform the work described
above. Any organization capable of performing a similar services
without a costly and significant delay should submit a statement of
capabilities with documentation supporting its ability to meet the
Government's requirements as described above. No solicitation document
is available. Capability statements should be submitted with 45 days
