The Dept. of Energy (DOE) intends to enter into negotiations on a sole source basis, under the authority of FAR 6.302-3(b)(2)(ii), with Raytheon Engineers and Constructors for engineering services leading to the start-up of vitrification of high-level nuclear waste. Raytheon has developed a unique expertise relating to the quality overview of the development, fabrication and installation of critical components of vitrification at the West Valley Demonstration Project (WVDP). The programmatic significance of the WVDP and the critical nature of the quality overview of fabrification, final testing and check-out of the components for the success of the WVDP combine to provide a unique requirement for Raytheon Engineers and Constructors. The solicitation will be issued on or about June 15, 1995. The period of performance is six months from the date of award, with one six-month option. (166)
