The Space and Naval Warfare Systems Command (SPAWAR) has been assigned the responsibility for revising the MIL-HDBK-245C, Preparation Of Statement of Work (SOW). In the execution of this task, participation by all Services, Defense Logistics Agency (DLA), and industry is invited. It is intended that the Handbook be revised to more fully support recent federal government acquisition streamlining directives with the goal to provide SOWs which are more performance oriented and to alleviate problems identified by industry in a previous DoD study. Problems found in DoD SOWs included requirements for unnecessary or repetitive testing, unnecessarily detailed and complex work breakdown structures (WBS) for tracking costs and performance, and tailored SOWs resulting in unnecessarily complex and unique specific requirements which only serve to drive up the cost of the contract. Comments and suggestions for improvement of the Handbook are solicited from all sources. SPAWAR intends to have a working conference on 16-17 August 1995 at 1919 South Eads Street, Suite 400, Arlington, VA to decide the disposition of MIL-HDBK-245C. Those organizations submitting responses to this announcement may request an invitation to participate in this DoD and Industry conference. Attendance will be limited to government and industry decision makers, those making presentations at the Conference and those directly affected by any changes that might be made to the document.
