602-7703. As a follow up to the Special Notice published on June 14,
1995 regarding the Navy's plan to encourage industry participation in
the review of the DRAFT Request for Proposals (RFP) for the NSSN C3I
System Development, the Navy plans to convene a Briefing for Industry
on June 30, 1995 at SWL, Inc., 1900 Gallows Road, Vienna, Virginia for
the purpose of providing any necessary additional clarifying
information. Additional information regarding access to the Briefing
for Industry will be provided in the cover letter accompanying the
DRAFT RFP. Any questions regarding the Briefing must be submitted to
Commander, ATTN: Dwayne Weaver, Code 02624, Naval Sea Systems Command,
2531 Jefferson Davis Highway, Arlington, Virginia 22242-5160. In order
to enhance industry participation in the review of the DRAFT RFP, the
Navy intends to post the unclassified portions of the DRAFT document on
the INTERNET. The DRAFT document will be posted using the filename
``NSSN C3I DRAFT RFP''. Contractors can access the NAVSEA server
through an FTP session using host address FTP.NAVSEA.NAVY.MIL.
Contractors must use the word contract for both login and password to
access this bulletin board. Once logged in, Contractors should go to
the file area PUB/CONTRACTS and search for the filename ``NSSN C3I
DRAFT RFP''. The file(s) can be downloaded, BINARY mode must be used in
lieu of ASCII when copying files. A single hard copy of the
unclassified portions of the DRAFT document will be maintained for
viewing in the NAVSEA Industry Liaison Office, Room 5E40 in the Zachary
Taylor Building (National Center #3), 2531 Jefferson Davis Highway,
Arlington, Virginia. Additionally, a single hard copy of the DRAFT RFP
will be available for viewing at the NSSN C3I Reading Library at the
Naval Undersea Warfare Center (NUWC) Division, Newport. A limited
number of hardcopies will be available. As noted in the June 14, 1995
announcement, copies of the DRAFT RFP will be provided to
companies/individuals who have submitted the required written request
and who have appropriate security clearances on file. The Government
will consider all comments received. Any subsequent revision of the
DRAFT RFP remains solely at the Government's discretion. The Government
will not provide individual responses to questions. Firms interested in
contracting or subcontracting opportunities for C3I System Development
are encouraged to make their interests known in order that a Bidder's
List can be established for other firms or individuals who may be
interested in subcontracting opportunities. This is not a request for
proposals, a promise to issue a request for proposals, or a promise by
the Government to pay for information received in response to this
synopsis or any subsequent synopsis announcing the availability of
draft specifications for industry participation and feedback. Issuance
of DRAFT RFP does not obligate the government to award a contract and
does not restrict the Government as to its ultimate acquisition
