Army Space and Strategic Defense Command (USASSDC),
Optics/Microelectronics Division, Huntsville, Alabama is seeking
industry capabilities for Radiation Hardened High Density
Magnetoresistive Nonvolatile Semiconductor Memory. The objective of
this effort is to provide additional development of the
magnetoresistive random access memory (MRAM) technology which was
developed by Honeywell Corporation under contract DASG60-89-C-0153.
This acquisition is directed to Honeywell Corporation to ensure a
continuity of effort is maintained through the completion of existing
and ongoing non-severable programs. See Note 22. The primary effort in
the basic contract is to design, fabricate, and test 32K x 8 MRAM
devices using the technology developed on the contract which has
produced 16K x 1 and 64K x 1 devices. The device read and write speeds
and other performance parameters will be similar to the present 64K x
1 specification but for a byte wide configuration. An additional
effort in the basic phase is to increase the change in the resistance
ratio to 10% or more which will allow the density to more easily be
increased beyond 256K. The Option I effort, if exercised, will be to
design 128K x 8 MRAM devices using the technology developed in the
basic effort. An additional effort for Option I is to develop a
multichip module for the MRAM devices. The Option 2 effort, if
exercised, will be to fabricate and test the 128K x 8 MRAM devices
using the design developed in Option I. The testing effort in both the
Basic and Option 2 shall include both electrical and radiation
characterization. It is anticipated that a SECRET facility clearance
will be required for this effort. There is no foreign participation
expected on this acquisition. Firms that recognize and can perform the
effort described above are encouraged to identify themselves to the
contracting officer and provide capability statements as to their
qualifications. This notice is not a request for proposal. All
responses to this notice shall be submitted in writing to CSSD-CM-CT,
Shirley Wilkes (original and one copy). Firms responding should
indicate whether they are a small or small disadvantaged business, the
size standard for which is 1,000 employees (SIC Code 8731). No
telephone inquiries will be accepted. Response must be received with
