(OL-AC PL) Edwards AFB, CA has a requirement for Scientific and
Engineering Technical Assistance (SE/TA) services. The services include
technical review, analysis, direct project support, and evaluation of
technologies and programs within the following general areas: liquid
rocket engines, propellant feed systems, solid and hybrid rocket
propellants, motor components, kinetic energy weapons, propellant
development, hypersonic vehicles, target and plume phenomenology,
combustion technology, emerging propulsion technologies, test support,
and propulsion and trajectory analysis. Additional areas of technical
interest may include, advanced space structures, space power,
lethality effects, and space vehicle guidance and control. This effort
also provides for independent technical recommendations, assessment
and review of test plans, program management support, and computer
support for the following programs: the Integrated High Payoff Rocket
Propulsion Technology (IHPRPT) planning process, low cost expendable
and reusable spacelift, Ballistic Missile Defense Organization (BMDO)
programs, and missile detection and early warning programs. SE/TA
services will also include a management capability and structure which
will ensure that technically capable as well as cost effective methods
and procedures are used throughout the scope of the SE/TA services.
These services are to be provided primarily at the OL-AC PL at Edwards
AFB, CA. This acquisition is 100% set-aside for small businesses in
accordance with FAR 19.501. The SIC code is 8731 and the size standard
is 1000 employees. A cost plus fixed fee (CPFF) contract type is
anticipated with a specified level of effort. The basic period of
performance is 01 January 1996 through 30 January 1999 with two one
year options. A draft request for proposal (DRFP) is to be issued on or
about 23 June 1995 with a 20 day response time. Request for proposal
(RFP) F04611-95-R-0001 is to be issued on or about 25 July 1995 with a
45 day proposal period. A secret facility clearance is required.
Foreign firms are advised that they will not be able to participate as
a prime contractor. A preproposal conference will be held shortly
after release of RFP. Time and location will be specified in the
executive summary letter to the RFP. If possible, please indicate on
request for RFP, if your company intends to attend the preproposal
conference. Responses from all responsible sources will be considered.
