Air Force Flight Test Center (AFFTC) has a requirement for the
following hardware/software to upgrade the current Document Control
Automated Imaging System (AIS), DD Form1348-6 AIS and the Initial Issue
AIS. The three AIS systems shall comply to the following
hardware/software and data format requirements. The system shall comply
to the following standards: scan documents with industry standard TWAIN
compliant SCSI-II scanners, use industry standard TIFF format for image
storage, use standard CCITT compression format, provide interface to
standard ISO 9660 compatible CD writer hardware and software, shall be
able to read from a standard ISO 9660 compatible CD rom drive, native
Microsoft Windows application using Windows Graphical user interface
shall be able to print on any Microsoft Windows compatible printers,
application shall be Novell Network compatible and be able to support
multiple user access (minimum 25 user license) to the system and be
able to natively store and retrieve data in one of the following data
base formats-Access or Dbase IV. The software program must run on
industry standard 386 or 486 based 100% IBM PC compatible systems and
support the following network interface cards- 3COM3C5X9 or NE2000.
Shall run on Microsoft Windows supplied VGA drivers and be able to
interface with a standard commercial scanner i.e. HP Scanjet II with
document feeder or Fugitsu Scanpartner 10 with document feeder. The
system shall not be comprised of any proprietary hardware/software.
This acquisition shall include 1 year dial-up software maintenance plus
initial on site installation and training, two separate days on site
consulting. System shall be available for installation within 45-60
after award date. System security requirements: system must provide
login utility to authenticate authorized users to access the
application, the login utility of the system must use encrypted
password authorization, system must provide the following levels of
security: administration level, access/load mainframe data level, scan
document level, read only level. System administration requirements:
the system must include the following account administrative functions:
add new user, delete user, modify user password, grant security level
assignment, modify security level assignment, provide mechanism to
specify defaults for the following: image cache directories, image
search type method, default directories. Document scanning
requirements: support scan and rescan document functions, support
unlimited number of attachments to a document, provide mechanism to
add, delete, and replace attachment after document has been saved to
CD, provide three cache area for image storage based on user specified
time required for archive (cache area must be on the Netware server),
provide automatic stamp for name of document scanner, scan date, and
scan time, provide utility to force a destroyable document to fileable
document, provide utility to insert document data for the transactions
that were not imported from the mainframe, provide image view utility
to rotate image, size image, scroll image and automatically scale to
gray of the black and white image, software scanner setting utility
must include full range brightness and three brightness preset buttons,
full range contrast, three preset contrast buttons, resolution
(100-300dpi) page size 8.5x5, 8.5x11, 8.5x14, support for wild card and
partial wild card on the fields, provide status of query, display query
transactions in a table including buttons and scroll bars to navigate
through the table, provide clear query utility. Document retrieval
requirements: allows users to query for saved documents on any
combination of fields stated in the data management section plus the
volume name, scan date, and name of document scanner, including wild
card and partial wild card on the fields, provide status of the number
of transactions found matching the query, allow users to specify image
location, the image must be viewable whether it is in any of the cache
directories, Netware mounted CD volumes, or local CD ROM drive. Image
viewing requirements: provide mouse selectable zooming capability of
any image area, provide image view utility to rotate image, size image
to width of view box, size image to full screen, scroll image,
automatic scale to gray of the black and white image, provide
navigation utility to view main image and all attachments, including
status display of the number of attachments and the number of current
attachment being viewed, provide utility to print document data, main
image, and all attachments. Data management requirements for the AIS:
import ASCII file of mainframe transactions into appropriate fields and
data format, provide status of transaction import, provide warning of
duplicate transaction during import, export processed transaction to
ASCII file for upload to the mainframe, the system must support the
following fields: name, description, type, length (DOC, text, 14,
TRANS, text, 10, F/D, fileable/destroyable, text, 1, QTY, quantity,
integer, UI, unit of issue, text, 2, FSN, federal stock number, text,
