GP25/Contracting Officer NASA/MSFC plans to issue a Request for Offer
(RFO) for Inductively Coupled Plasma (ICP) Mass Spectrometer--
NASA/MSFC intends to purchase from Perkin-Elmer Corporation the
following: Inductively coupled plasma-mass spectrometer Perkin Elmer PN
N8120501 to include the following: installation kit, 4-channel
peristaltic pump, gas lines, cooling lines, flexible vent tubing, waste
container, IEEE cable, IEEE interface card, instruction manuals and
sample introduction, torch and interface spares kit - Spectrometer will
consist of two, side-mounted turbomolecular pumps, quadrupole design,
40-MHz free-running RF generator, corrosion-resistant sample
introduction system, Ryton crossflow nebulizer, and a Ryton spray
chamber -- Computer must be a Pentium 90 MHz microprocessor (PN
09404621) with 24 MB RAM, 1.0 Gbyte hard drive, double speed CD-ROM
drive, high speed graphics, tape back up system, 16-bit sound card and
Windows NT operating system -- Calibration software must include at
least 3 choices of calibration regression routines, also must have
comprehensive statistics, charting capability and calibration methods
for the Perkin-Elmer Model 320 Laser Sampler, and choices for sample
and standard types -- The graphics software must include data recorded
and displayed in real time, data displayed in full color and data
manipulation on-screen -- Must include semiquantitative software with
automatic interference correction and calibration procedure specific
for solid sampling by laser vaporization -- Must include monitor (PN
09404022), printer laser jet (PN 09421038), a stand-alone autosampler
PN B0509090, chiller-recirculator (PN N8122122), PC to printer cable
(PN 09410001), sampler ELAN 6000 platinum (PN WE014815), and skimmer
ELAN 6000 platinum (PN WE014816) -- The system must be fully computer
controlled, bench mounted with Windows based application software --
Total cost must include installation and 1 year warranty, parts and
labor -- Must also include on-site training for up to six people not to
exceed three days -- The ICP Mass Spectrometer must be compatible with
the Perkin-Elmer Model 320 Laser Sampler which will be used as a
sample introduction systemfor the ICP Mass Spectrometer -- This system
will be purchased as an aggregate system to ensure compatibility --
This procurement is being conducted under the NASA/MSFC MidRange Pilot
Test Program approved by the Office of Federal Procurement Policy on
April 16, 1993 - - Requests for copies of the RFO must be submitted in

sole-source procurement, described is based on (proprietary
specifications, system compatability requirements, predominant
experience, or other reason) -- Interested firms have 15 days from the

qualifications/capabilities in the critical areas mentioned above,
along with a request for a copy of the solicitation - - Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis -- Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered -- A determination by the Government not to compete
this proposed contract, on a full and open competitive basis, based
upon responses to this notice, is solely within the discretion of the
Government -- Oral communications are not acceptable in response to
this notice -- RFO will be released on or about 15 days after
publication in the Commerce Business Daily (CBD) -- Firm date for
receipt of offers will be stated in the RFO --The solicitation and any
