Officer, (703) 681-0643. The National Guard Bureau is soliciting
proposals for approximately 105 8MM Color Airborne Video Tape Recorder
System (CAVTR) kits and approximately 15 Ground Play-Back Stations for
the A/OA-10A National Guard Fleet and an option for approximately 275
kits and 27 Ground Play-Back Stations, for the United States Air Force
and Air Force Reserves. The CAVTR shall comprise a variety of
commercial off-the-shelf (COTS) equipment that provides the capability,
when assembled into a ``ruggedized'' integrated system to record and
playback the A/OA-10A Heads-Up Display (HUD), Maverick Missile (AGM-65)
Television Display, and audio from the pilot's headset. In this
context, ``ruggedized'' is define to mean packaging, mounting, or
protecting COTS equipment so that it withstands and/or operates
satisfactorily in the A/OA-10A environment. Major components include a
high resolution color camera, 8mm recorder, cockpit controls,
ancillary aircraft installation equipment and ground play-back station
(standard and scaled down configurations). The contractor shall
prepare a CAVTR System Specification that defines the detailed
physical, functional, and performance characteristics of the CAVTR
system. The initial version of the CAVTR System Specification shall be
submitted with the Contractor's proposal. The System Specification
shall define how requirements in the CAVTR System Requirements Document
(SRD) are to be met and verified, addressing each SRD requirement on a
one-for-one basis. In accordance with the Contract Data Requirement
List (CDRL), the Contractor shall submit a System Specification update
after contract award to reflect clarifications associated with
contract definitization. More details will be provided in the
solicitation. This procurement is restricted to 100% Small Business
Set-aside. SIC Code is 3679. Offers will be evaluated based on
evaluation factors (including, (in descending order of preference)
Technical, Management, Supportability, Most Probable Life Cycle Cost,
and Contractor's Past Performance) as described in the Solicitation. A
Site Inspection will be scheduled and announced in the solicitation.
