All responsible sources may submit a proposal which shall be considered by the agency. The US Army Communications-Electronics Command (CECOM) has established an Electronic Bulletin Board (EBB) to provide electronic transmittal of Request for Proposals (RFPs) and Invitation for Bids (IFBs) from Government to Industry Effective 1 October 1994, ALL SOLICITATIONS ISSUED FROM FT. MONMOUTH FOR ACQUISITIONS OVER The SMALL PURCHASES THRESHOLD WILL BE SOLICITED VIA THE EBB. All interested parties wishing to do business with CECOM are invited to access, operate, send and receive data from the CECOM EBB system. AFTER 1 OCTOBER 1994, ONLY THOSE PARTIES WHO DO NOT HAVE THE EQUIPMENT NECESSARY To ACCESS THE EBB WILL BE FORWARDED HARD COPIES UPON REQUEST. HOWEVER, AS Of 1 JANUARY 1995, HARD COPIES WILL NO LONGER BE DISTRIBUTED. (Exceptions are Post, Camp, and Station acquisitions). To become a user of the EBB you will need an identification code and password in addition to a computer terminal equipped with the necessary hardware and software to interface with the EBB system. This hardware and software required includes a computer, modem, telephone line, communication software, word processing software and a printer. If one intends to print downloaded files (after decompressing) a fast, higher resolution printer is advantageous. The EBB itself is an IBM compatible computer running commercial bulletin board software. The EBB is equipped with Hayes Ultra 14.4 baud modems that are capable of supporting other Hayes compatible 14,400 baud or lower modems. User's computer must be equipped with a Hayes compatible 14.4 (or slower) modem. (Baud rates less than 2400 are not recommended). The EBB runs on MS-DOS Operating System Software. The majority of files will be created and stored on the EBB in Microsoft's Word for Windows format since this is the standard CECOM word processing software. If a file is not in Word for Windows format, the file will be in Rich Test Format or ASCII format--a format capable of being imported into Word for Windows. While not required, a 17'' Super VGA monitor will better accommodate on screen viewing of certain solicitation documents. Detailed information regarding system requirements is contained in the US Army CECOM EBB User's Manual. A User's Manual Identification Code and password will be issued upon request.
