Center for Substance Abuse Treatment is soliciting proposals from
qualified organizations having capability to provide technical
assistance and training for a new Criminal Justice Treatment Network
Program being developed by the Substance Abuse and Mental Health
Services Administration's Center for Substance Abuse Treatment (CSAT).
The program will consist of approximately 10 local demonstration
projects involving local networks of criminal justice agencies,
substance abuse treatment agencies, and allied health, mental health
and social services agencies. The contractor shall provide both
national level and site specific technical assistance and training
relevant to the planning and implementation of the 10 demonstration
projects. The contractor will be responsible for organizing semi-annual
project ''cluster'' meetings of all projects and CSAT staff. The
contractor is expected to be intimately familiar with relationships and
operating procedures of criminal justice agencies, as well as substance
abuse treatment, mental health, and social services agencies in
metropolitan areas, and how these agencies would develop a network for
comprehensive services for substance abusing offenders. The contractor
will also coordinate with a separate CSAT Evaluation Contractor
concerning a national evaluation effort. It is anticipated that a
36-month, incrementally funded contract, and two 12-month options will
result from this solicitation. The estimated issuance date of RFP No.
CSAT-95- 0024, is approximately 15 days from the date of this
synopsis, and responses are due to be received in the Contracting
Office approximately 45 calendar days thereafter. The solicitation may
be obtained in either of two ways; electronically, by downloading a
file from the SAMHSA Bulletin Board system (BBS) at 1 (800) 424-2294,
or by mail. To download from the SAMHSA BBS, you should set your
communications program at 8 data bits, 1 stop bit, and parity at none
(8-1-none). SAMHSA modems will communicate at 1,200 to 9.600 BPS and
can negotiate with higher speed modems. If your modem is slower than
1,200 BPS, you will not be able to use this BBS. Our software can use
several common transfer protocol. We recommend zmodem if it is
available in your communications program; however, any of those listed
on the BBS should prove satisfactory. Large files will be posted as
self extracting compressed files to save time during the transfer.
Hardware compression features in the modems will be relied upon to
provide compression for smaller files. All reasonable sources may
submit a proposal which shall be considered by the Agency. Requests for
copies of the solicitation will be honored if received within 35 days
following issuance of the solicitation. Requests after that period will
be filled on a first come, first-served basis until the supply is
exhausted; however, there is no assurance that copies requested after
the 35th day will reach the requester before the due date for receipt
