a U.S. Firm/Institution for two years to implement certain components
of its program for the recovery of the economy in transition (PRET).
The purposes of the program are to give the necessary stimulus in key
areas of the Haitian economy to promote investment and restore the
economy; increase employment generation and incomes at all levels in
the private sector; support the provision of financial and technical
services to small firms, microenterprises and agribusinesses which lack
access to those services and have been decapitalized as a result of the
1991 Coup D'etat and ensuring embargo; and strengthen the ability of
the financial sub-sector including both commercial banks and the
non-bank intermediaries (NBIS) to provide credit and other financial
services to a broader range of clients. The contractor will provide
services particularly in the areas of support for the provision of
financial and technical services to microenterprises, and strengthening
of the ability of the financial sub-sector to provide credit and other
financial services to microenterprises. The contractor will provide
one full-time expatriate (24 person/months) and two full-time local
professional (48 person/months); and a total of 12 person/months of
short term technical assistance is expected to be used. The long-term
team will include a small and microenterprise development specialist
who will be the chief of party and two microenterprise specialist in
the fields of financial and nonfinancial methods of assistance to
microenterprises, respectively. The small and microenterprise
development specialist will be responsible for policy development,
strategic planning, operational management and coordination of project
execution. S/He will establish the mechanisms of cooperation between
and among the implementing agent and the implementing institutions;
develop and negotiate programmatic performance objectives of
implementing initiatives; monitor the performance of implementing
institutions; develop and negotiate programmatic performance objectives
of implementing institutions including target beneficiary groups;
oversee the provision of funding for programmatic initiatives; monitor
the performance of implementing institutions; participate in the
coordination of donor activities related to the PRET project; and
direct the program in a coordinated fashion. The microenterprise
financial services specialist will oversee implementation of the credit
and other financial services components of PRET, including
strengthening of NBI and commercial bank efforts to provide financial
services to small and microenterprises through institutional training
and technical assistance; provision of operating and/or lending capital
to NBIS that can demonstrate operational impact including serving
target groups, movement toward institutional sustainability, and
achievement of large scale operations; collaboration with other
implementing agents involved in related activities; and dissemination
of information regarding best practices in the field of microenterprise
finance. '' Not less than 10 percent of the total value of the contract
will have to subcontracted to Disadvantaged Enterprises (U.S. socially
and economically disadvantaged, including women-owned businesses;
historically Black colleges and universities; U.S. colleges and
universities with more than 40 percent Hispanic American Students; and
U.S. private voluntary organizations controlled by socially and
economically disadvantaged individuals, including women). To help
identify potential subcontractors, a list of all organizations
requesting a copy of the solicitation will be sent with each
solicitation document. Organizations are encouraged to indicate whether
they are Disadvantaged Enterprises when requesting the solicitation and
may indicate that they do no wish to be included on the list. By
providing the list, USAID does not endorse the listed organizations as
being capable of carrying our the activity, nor does USAID verify the
claimed status of the organizations. Necessarily, the list will
contain the names of only those organizations known prior to the
issuance of the solicitation document. Proposals shall include plans
reflecting not less than 10 percent subcontracting with the
above-defined entities. Proposals not including such plans will be
considered to be non-responsive.'' The microenterprise nonfinancial
services specialist will oversee implementation of those components of
PRET that involve the provision of training, technical assistance and
other nonfinancial services to microenterprises, including
strengthening of implementing organizations involved in the delivery of
these services; development of specific projects to improve the policy
environment and working conditions of microenterprises; development of
market opportunities for microenterprises in the recovering economy;
collaboration with other implementing agents involved in related
activities; and dissemination of information regarding best practices
in the field of nonfinancial assistance to microenterprises. The
contractor may associate itself with other companies that have a
particular expertise needed to implement the project and work with
local NGOS, NBIS and commercial banks involved in the small and
microenterprise sector. USAID/Haiti anticipates issuing the
