F -- PICK-UP AND DISPOSAL OF LIQUID HAZARDOUS AND NON-HAZARDOUS WASTES SOL DACW57-CBD5-0002 DUE 080795 POC Earlene Sires, Contract Specialist, 503/326-6424 This synopsis is NOT a request for proposal or bids, but a request for expression of interest and capabilities. No reimbursement will be provided for any expenses associated with this request. The Portland District, Corps of Engineers is seeking to identify experienced firms capable of pick-up and disposal of liquid hazardous and non-hazardous wastes from the US Moorings, Portland, Oregon. Contractors must meet the following requirements to be considered for this contract: a. The Contractor shall own and operate a RCRA Part A/B permitted facility capable of the proper management, and subsequent disposal of all waste streams described in this contract. All said permitted facilities must be located in the state of Oregon or Washington. b. The Contractor shall own and operate transportation vehicles with drivers trained in accordance with all applicable DOT regulations. These vehicles will include spill response kits, bills of lading and hazardous waste manifest records, and communications systems. In addition, these vehicles shall be equipped with spill containment systems capable of holding no less than 10 percent of the maximum quantity of material in transit. The only exception to the secondary containment requirement shall be for tank trucks which are specifically designed for the transportation of hazardous materials. c. The Contractor shall maintain a Hazard Communication Plan (HCP), General Health and Safety Plan (GHSP) and Spill Prevention, Control and Countermeasure Plan (SPCC) and be familiar with the contents. d. The Contractor shall have a contract-in-force with a 24-hour spill response service capable of immediate cleanup of the maximum cargo carried under this contract. e. The Contractor shall maintain no less than $1,000,000 of business automobile liability insurance for bodily injury and property damage with respect to Contractor's vehicles used in the performance of this work. The Contractor shall also maintain no less than $1,000,000 in commercial general liability. This coverage shall include (1) bodily injury and property damage liability, (2) contractual liability, (3) products and completed operations to extend for a minimum of 2 years past the acceptance or termination of the work to protect against and from all loss by reason of injury to persons or damage to property, including Contractor's own workers. Contractor shall also maintain no less than $1,000,000 in pollution liability insurance to cover sudden and/or accidental spills of hazardous materials (which include the waste materials covered under this contract.) f. The Contractor shall have no unresolved Notices of Non-Compliance (NON's) or Notices of Violations (NOV's) with any Federal or State regulatory authority. The Contractor shall not have had enforcement actions executed by the same within the past 3 years. The District Environmental Compliance Coordinator (District ECC) shall be responsible for determining Contractor responsiveness to any and all regulatory or enforcement actions. Contractors who fail to achieve environmental compliance shall not be permitted to bid on Portland District projects. Interested firms are invited to submit a resume to include company name, business size, technical capabilities, and personal capabilities. Failure to participate in this market survey will not preclude any supplier from submitting a bid or being considered during any future solicitation phases. SIC 4953 (0165)
