B -- LABORATORY ANALYSIS USING CLEAN LABORATORY TECHNIQUES SOL ACOEHH3LAB due 063095. Contact Johanna Bernstein, 617/742-2659. Pursuant to U.S. Army Corps of Engineers Prime Contract No. DACW33-95-D-0007, CDM Federal Programs Corp, is seeking subcontractors to perform laboratory analysis of trace metals using clean laboratory techniques for water effect ratio studies. Analytes will include: hexavalent chromium, copper, cyanide, lead, silver, nickel, and zinc. Samples will generally be ambient river water, wastewater treatment plant effluent, and laboratory preparations. The subcontractor must approximate the clean laboratory techniques in EPA-823-B-94-001, February 1994 by: (1) using ``clean techniques'' during collection, handling, storing, preparing, and analyzing samples to avoid contamination, (2) using analytical methods that have sufficiently low detection limits, (3) avoiding interference in the quantification (instrument analysis) step, (4) using blanks to assess contamination, (5) using matrix spikes (sample spikes) and certified reference materials (CRMs) to assess interference and contamination, (6) using replicates to assess precision, and (7) using certified standards. The subcontractor must successfully perform and meet the detection limits in the analytical methods it proposes to use. Interested firms shall submit the following information to demonstrate that they are capable of performing the specified analytical work: (1) number of years of experience performing clean analysis for the metals specified above, (2) brief description of clean facilities and equipment, (3) proposed analytical methods and associated detection limits for the metals specified above, (4) methods and techniques for preparing, providing, and shipping sample bottles, (5) QA documentation that describes the laboratory's standard practices regarding the use of blanks, matrix spikes, CRMs, replicates, and certified standards when clean laboratory techniques are used, (6) for each metal specified above, documentation that demonstrates that the laboratory can meet the detection limit in its proposed method, e.g. an MDL study or a study of a CRM analyzed at the method detection limit, (7) brief description of the laboratory's qualifications for and experience in doing clean laboratory analyses, (8) brief description of qualifications and experience of key personnel who perform clean laboratory analyses, (9) brief listing of client references (firm name and address, contact, telephone number, description of work performed, period of performance) for clean laboratory analyses performed within the last three years, and (10) any other documentation demonstrating the extent to which the laboratory can conform with EPA guidance for ``Clean Techniques'' (EPA-823-B-94-001, February 1994, Appendix C). If we receive funding from the Government, we will issue a solicitation to all firms that we determine are capable of successfully performing the analytical work specified above. Responses from interested firms must be received by CDM Federal no later than 6/30/95. (164)
