USPFO For Idaho has a requirement to purchase equipment, software,
installation, training, startup, network management, spares management,
telephone company liaison, and on-going maintenance for a
Voice/Data/Local Area Network (LAN) over Frame relay and T1 network
that will provide service to all Army National Guard facilities in the
state of Idaho. The network design is to use a minimum of different
components to simplify sparing and facilitate management. The quality
of the voice transmission shall be ``toll quality''. The Voice/Data
network shall support Group 3 Facsimile (FAX). Data rates shall be
dynamically controlled to give priority to voice, but shall increase to
full access link bandwidth in the absence of voice usage. The basic
concept of the network shall be that of a hierarchical architecture.
Data communications shall be from a single Personal Computer (PC)
(running terminal emulation software) attached to the Frame Relay
Access Device (FRAD). The system shall include provisions for at least
two scenarios, differing by the quantity of voice channels configured
as active. The data must be ``central-site'' switchable to either T1
A or B and bandwidth allocation is required. The government training
from centralized facilities to remote sites must be supported by the
basic design of the network. Equipment provided as a result of this
solicitation shall have a clearly defined migration path. This action
is being considered for 100% set-aside for Small Business (SB)
concerns. The Standard Industrial Classification for this acquisition
is 4813. Interested SB concerns should notify this office, in writing,
of their intention to bid on the project as early as possible but no
later than 14 days after publication of this notice. If adequate
interest is not received from SB concerns, the solicitation shall be
issued on an unrestricted basis without further notice. Therefore,
replies to this office are still required from all interested business
concerns as well as from SB concerns. Solicitation documents will be
