The Technical Proposal shall consist of the following factors that will be evaluated in descending order of importance: (a) Project Management, (b) Experience, (c) Safety, (d) Technical Merit, (e) Quality Assurance/Quality Control, and (f) Personnel. Award will be made as a whole to the Offeror whose proposal confirms to the solicitation and is within a Technical/Price Competitive range. The cost for plans and specifications is $17.00 for Half Scale and $34.00 for Full Scale. The estimated cost range of the project is $500,000.00 to $1,000,000.00.
