R -- TECHNICAL SERVICES FOR SOFTWARE ENGINEERING DIRECTORATE SOL DAAB07-95-R-H601 DUE 083195 POC Joseph Lagrotteria, Contract Specialist, 908-532-2461, AMSEL-ACCB-C- BP, David Concilio, Contracting Officer, 908-532-2461. The objective of this acquisition is to provide system and software engineering support services for Mission Critical Defense Systems (MCDS) designated to be supported by the Avionics/Intelligence Electronic Warfare (A/IEW) Division of the Software Engineering Directorate (SED). These services will be provided for systems in the IEW or Tactical Fusion Battlefield Functional Areas (BFA's). Tasks required under this Indefinite Delivery/Indefinite Quantity (ID/IQ) will be required for systems in all phases of the life cycle ranging from providing acquisition software changes/enhancements to fully deployed systems. The Army intends to award a Time and Material plus Award Fee type contract on an Indefinite Delivery/Indefinite Quantity for a period of twelve (12) months with four (4) twelve (12) month options. Work will be issued via delivery orders. Total estimated level of effort for proposal purposes is approximately 360 man years for the base year and approximately 350 man years for each option year. Due to the nature of the effort, these services will occasionally require efforts to be performed by a multitude of personnel over a short period of time. The labor categories and associated hours are set forth in the solicitation. Services will be primarily performed at the contractor facility located within 30 miles of Fort Monmouth, New Jersey; and at the contractor facility located within 30 miles of Fort Huachuca, Arizona. Some work may be performed at the following locations; Vint Hill Farms Station, Warrenton, Virginia; Eglin Air Force Base, Florida. The prime contractor's facilities must be cleared to SECRET as set forth in detail on the DD Form 254. This acquisition is unrestricted on a competitive basis. The SIC code is 8711. The basis for award of this contract is the Best Value to the Government as determined by giving appropriate consideration to the four major evaluation factors: past performance, sample tasks, management and cost. The Army's evaluation approach, including the relative weights of the factors and sub factors, is set forth in Section M of the solicitation. Offerors are cautioned that in the factor, Past Performance, a submission which includes no performance history will be considered high risk. A Small Business and Small Disadvantaged Business Subcontracting Plan is required as part of the proposal. Set aside goals for Small Business and for Small Disadvantaged Business are required. These goals will be incentivized via the Award Fee clauses of the contract. An Organizational Conflict of Interest Clause will be included in the contract. See reference in Section L of the solicitation. Please note in particular the notice regarding Procurement Integrity Certification in Section K of the solicitation. A procurement integrity certification must be submitted with the offer. This effort will be issued on the CECOM Command-wide Electronic Bulletin Board (EBB). All interested parties wishing to do business with CECOM are invited to access, operate, send and receive data from CECOM EBB system. To become a user of the EBB you will need an identification code and password in addition to a computer terminal equipped with the necessary hardware and software to interface with the EBB system. Detailed information regarding system requirements is contained in the U.S. Army CECOM EBB User's Manual. It is anticipated that draft portions of the solicitation will be posted to the EBB on or about 2 JUNE 95. A User's Manual, Identification Code and password will be issued upon request.
