V -- REQUEST FOR INFORMATION(RFI) FOR FAA'S PROPOSED RECOMPETITION FOR DIRECT USER ACCESS TERMINAL(DUAT) SERVICE IN SUPPORT OF THE FAA'S AIR TRAFFIC SYSTEMS SOL DTFA01-95-R-26322 DUE 071795 POC Contract Specialist, Amy Wright, 202/376-6581, Contracting Officer, Patricia Green, 202/376-6289 The Federal Aviation Administration (FAA) considers the DUAT Service a part of the National Airspace System (NAS) modernization program. The DUAT Service enables an authorized user to use a computer terminal or a personal computer to obtain flight services information 24 hours per day, 7 days a week. Major service functions include: (1) the capability to select a type of weather briefing such as standard, abbreviated, or outlook for route or defined areas; (2) the capability to process (file, amend, cancel or close) a flight plan; and (3) produce selected graphics. The purpose of this synopsis is to notify industry that the FAA has a solicitation for information and planning purposes hereafter referred to as a Request for Information (RFI). This RFI consists of a DRAFT Request for Proposals (RFP) (Sections A through L) and a DRAFT DUAT Specification. THIS IS NOT A REQUEST FOR PROPOSAL SYNOPSIS. The purpose of this RFI is to obtain comments, information and suggestions from industry on the requirements as stated in the RFI package. The Contractor will be required to provide all necessary qualified personnel, facilities, materials and services as required for a base period of 1 year and four 1-year option periods. Requests for a copy of the RFI package should be addressed to the Contract Specialist and mailed to the Federal Aviation Administration, ATTN: Amy Wright, ASU-350, Market Square, Suite 625, 701 Pennsylvania Avenue, NW, Washington, DC 20004. It is anticipated that the RFI will be released on or about June 26, 1995. Comments will be accepted for a period ending July 17, 1995. Comments should be submitted and segregated into the following sections: (1) Technical; (2) Management; and (3) Cost/Contractual. The comments should be sent directly to the Contract Specialist at the address listed above. Comments received after July 17th will be considered to the maximum extent possible. Telephone requests or responses to this RFI will not be accepted. For Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates up to $500,000 per contract to provide accounts receivable financing. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $500,000 per contract. DOT provides an 80 percent guaranty on the bond amount surety against losses.
