SERVICES REQUIRED: Multi-disciplined A-E services are required for
construction supervision and inspection primarily in Eastern Europe
(Estonia, Latvia, Lithuania, Belarus, Ukraine and Russia) but may be
used in Germany. Services will include assistance in construction
contract administration and quality assurance; prework and weekly
conferences; review of construction contractor shop drawings and on
site inspection and verification of construction contractor's work to
insure compliance with contract drawings and specifications; warranty
inspections; assist in preparation of scopes of work and cost estimates
for change orders. It is anticipated that one IDT contract will be
awarded as a result of this announcement. The contract will be valid
for one year, and will include an option clause in accordance with the
Federal Acquisition Regulations making possible an extension for an
additional year. One-year, not-to- exceed limit of $500,000 will apply.
Individual delivery orders will not exceed $150,000. Anticipated
contract award October 1995. PROJECT INFORMATION: No specific
information exists due to the nature of Indefinite Delivery Type (IDT)
contracts. SELECTION CRITERIA: See Note 24 for general selection
process. The selection criteria, listed in order of importance, are:
(A) Adequate professional personnel in the following disciplines:
Architect, Civil, Mechanical, Structural, and Electrical Engineers, and
multi-disciplined Construction Inspectors. (B) Experience within the
last 5 years with construction management in Eastern Europe.
Description should show explicit experience pertinent to this
announcement for multi-disciplinary construction supervision and
inspection of material, services, and equipment submitted by
construction contractors for conformance with contract drawings and
specifications. (C) Familiarity with the local Eastern European
governmental agencies and capability of certifying that inspected work
is in compliance with local and U.S. legal and technical laws and
regulations. (D) Sufficient personnel, in the required discipline
fields, fluent primarily in both English and Russian, secondarily in
the other local languages. Fluency shall be both written and verbal,
with an extensive vocabulary of engineering terms used in the required
discipline fields. (E) Capability of providing efficient response to
the Europe District's construction supervision and inspection
requirements in Eastern Europe. (F) Management Plan: This plan must
show in block 10 of the SF 255, as a minimum, details of lines of
supervision and communication and working relationships between teams;
particularly Joint Venture Partners and Sub-Consultants. (G) Past
performance and experience on DOD contracts. (H) Volume of DOD contract
awards in the last 12 months. SUBMISSION REQUIREMENTS: Firms which meet
the requirements described in this announcement are invited to submit
a current SF 255 and a SF 254, (Separate SF 254s are required for each
Partner in a Joint Venture) with their letter of interest to this
office . Only the Nov 92 (11/92) edition of the SF 255 and SF 254 will
be accepted. A current (within one year old) SF 254 for each firm
shown in Block 6 of the SF 255, ''Outside Key Consultants or
Associates,'' is also required. Firms will be rejected for outdated or
missing SF 254s. Block 4 of the SF 255 must show only the staff
(including all sub-consultants) available to perform the anticipated
work. Disciplines shown on the SF 255 and SF 254 must clearly delineate
full time, free- lance and subcontracted personnel on the staff of each
firm. All submissions are to be made in one copy. All submittals must
be received in this office by COB (1630 hrs local time) as of the
closing date given above. Please note: Firms sending submittals via air
courier service should state the content value to be no cost or zero.
If a monetary value is indicated on the package, the package will be
delayed due to customs clearance. Europe District is not responsible
for such delays which affect late receipt of submittals. Europe
