Aug 94. Contracting Officer, William C. Leslie, OC-ALC/LADCB, 3001
Staff Dr Ste 2A186A, Tinker AFB OK 73145-3020, FAX 405- 739-4452 is
seeking a responsible source with demonstrated capabilities to provide
Engineering Services for the Advanced Cruise Missile (AGM-129A). The
initial announcement went on to explain that this missile system, co-
produced by the Hughes Missile Systems Company (formerly McDonnell
Douglas Missile System company), was currently supported with
Engineering Services via the Weapon Systems Support (WSS) Contract,
Contract F33657-93-C-0030 which was awarded to Hughes on 02 Feb 94.
This contract is managed by the USAF Aeronautical System Center
(ASC/VCK) at Wright Patterson Air Force Base, OH (FAX 513-255-6873) and
will expire on 30 Sep 95. The replacement contract will be issued by
the Oklahoma City Air Logistic Center which has assumed responsibility
for the support of the AGM-129A. The intent of the 02 Aug 94 Sources
Sought Synopsis was for the PCO to determined the degree of industry
interest in providing Engineering Services for this missile system.
Several responses were received from both large and small businesses.
The AGM-129A System Program Office then began an effort assemble the
necessary documentation to support a competition between qualified
sources since the current contract was due to expire on 30 Sep 94.
After a review of the AGM-129A information available it was decided by
the Designated Acquisition Authority (DAC) that the Government was not
able to compete Engineering Services beyond the two production sources
of the AGM-129A until such time as uncertainties in the area of data
was resolved. Accordingly, the DAC authorized the Contracting Officer
to issue a Request for Proposal restricted to the two production
sources (Hughes and McDonnell Douglas) with the goal of awarding a one
year contract with a provision for a 120 days extension. This
authorization was with the understanding that an examination of the
data available to the System Program Office would be made which would
determine to what degree competition to provide these AGM- 129A
Engineering Services would be possible in the future. Accordingly this
Restricted Sources Synopsis is published to announce that the awarding
of a contract for Engineering Services to support the USAF AGM-129A
Advanced Cruise Missile for the period of 01 Oct 95 through 30 Sep 96
(with a possible 120 day option) is restricted to the following
companies: Hughes Missile Systems company (Tuscon,AZ) and McDonnell
Douglas Aerospace (St Louis MO). It is the intent of the Government to
issue a Request For Proposal to these two companies on or about 06 Jul
95 with the goal of having a Time and Materials contract for
Engineering Services awarded by 30 Sep 1995. Note that the System
Program Office and the Contracting Officer are sponsoring a Pre
Solicitation conference at the OCALC at Bldg 3001 on 19 Jun 95.
Interested contractors for this acquisition and the planned follow on
acquisition may attend this Conference to receive an unclassified
briefing on the AGM-129A Advanced Cruise Missile and the Request for
proposal. Contractors (both large and small) are encouraged to submit
questions in writing(no phone calls) to the PCO (See FAX number and
address above) prior to the Conference. Contractors are restricted to
a limit of three (3) personnel attending the Conference due to space
