B -- ANALYSIS OF HEALTH RESOURCES AND SERVICES ADMINISTRATION (HRSA) PARTICIPATION IN THE HBCU INITIATIVE: FY 1992 - FY 1995 SOL HRSA 240-OA-23(5)DLC DUE 072695 POC Contact Point, Diane Coger, (301)443-5672, Contracting Officer, Steven Zangwill, (301)443-5672 The purpose of this acquisition is to obtain (1) an outside evaluation of Health Resources and Services Administration's (HRSA's) response to the White House Initiative on Historically Black Colleges and Universities for four fiscal years; (2) a set of recommendations for consideration by the agency including approaches that could be used to enhance its communications with HBCUs, provide technical assistance in specific categories and assist this category of colleges and universities to participate more fully in HRSA programs; (3) a DRAFT mail questionnarie which can be used to survey HBCUs to identify expertise and capabilities lodged in the faculty and students of specific HBCUs and (4) an annotated summary of sources of data about HBCUs and selected information about individual colleges and universities that can be used as an interim tool until decisions are made relative to the conduct of a mail survey and/or the development of a customized directory of HBCUs to meet HRSA's needs .
