and Strategic Defense Command (USASSDC) intends to enter into a
competitive contract for support services required to assist Advanced
Research Projects Agency (ARPA)/Defense Sciences Office (DSO) in its
mission relating to advanced materials and mathematics, including but
not limited to: high temperature superconductors, materials chemistry,
including electrochemical power sources, polymers, diamond films, and
chemical defense, advanced structural materials (composites, ceramics,
intermetallic compounds), materials processing pilot lines, and applied
and computational mathematics. This effort will be for management
support services related to existing/ planned programs to include the
following major areas: (1) Advanced Materials Processing, (2) Broadband
Information Technology, (3) Advanced Energy and Environmental
Technology, (4) Structural Materials, (5) Optical Materials, (6)
Applied and Computational Mathematics, (7) Defense Healthcare
Technology, and (8) Electromagnetic Materials. Specific work will be
provided by technical direction which will identify the nature and
scope of the effort required and expected timeframe of performance.
Although they are not intended to be all inclusive, general
descriptions of expected management and administrative support tasks
includes: (1) Presentation Materials, (2) Library/ Reference Materials,
(3) Conference Support, (4) Program Support, and (5) Transition Plans.
A facility housing key and resource personnel is required that is
located a 10 minute commute to ARPA for this effort. An Organizational
Conflict of Interest (OCI) provision will be required for this effort.
This acquisition consists of a basic level of effort of thirty-six (36)
months period of performance and two (2) one-year options of twelve
(12) months each for 85,895 hours and five (5) one-year surge options
of 42,950 hours. A SECRET facility clearance will be required. The
contractor shall provide a conference facility cleared @ SECRET and all
key personnel will be required to have a SECRET clearance. There will
be no foreign participation allowed on this acquisition. The
solicitation is planned to be issued approximately 01 July 1995 with a
forty-five (45) day response time. Written requests for subject
