The supplier shall provide water service to Parks Reserve Forces
Training Area (Camp Parks), Dublin, California, and provide operational
labor for Camp Parks' reservoirs and wells. The reservoirs and water
wells will be used to supplement the delivery of water to Camp Parks.
Providing operational labor for the reservoirs and wells is necessary
to ensure that the optimal amount of water can still be delivered to
Camp parks during droughts, peak seasons, increased water usage, or
other contingencies. This is an indefinite term water utility contract.
Multiple awards will not be made. The successful offeror must be able
to supply water as well as perform operational labor of Camp Parks'
reservoirs and wells. Initial service is required on January 1, 1996.
The estimated service is (a) daily maximum demand - .72 million
gallons; (b) estimated annual consumption - 140 million gallons. The
Government is in no way obligated to use nor is it restricted to the
above estimates. The supplier of water shall have 500 gallons per
minute of water continuously available at the point of delivery at a
pressure of not less than 84 pounds per square inch gauge. The supplier
shall supply clear, potable water safe for human consumption in
accordance with standards adopted by the United States Public Health
Service for drinking and culinary water supplied by common carriers in
interstate commerce and such revisions thereof as may be made from
time to time. Proposed procurement is unrestricted. All interested
private and public regulated utility companies, independent regulated
utility companies or agencies, as well as other water suppliers should
as early as possible, but not later than 15 days of this notice,
indicate interest in the acquisition by providing the Contracting
Office above evidence of interest and capability to perform. Size
standard is any concern including its affiliates with an average annual
sales or receipts for its preceding three fiscal years not in excess of
