Thompson, Contracting Officer, (303) 248-6043. The U.S. Department of
Energy, Albuquerque Operations Office (AL), intends to set aside two
(2) performance-based support services contracts for award to small
businesses. These contracts will provide engineering, site management,
environmental remediation, laboratory, and other scientific services
in support of the Grand Junction Projects Office, located in Grand
Junction, CO. The Technical Assistance and Remediation (TAR) contract
and the Facilities Operations and Support (FOS) contract will provide
a full spectrum of environmental restoration, waste management,
facility management, laboratory, and project management activities.
Expected award date is June 1996. The TAR contract shall provide
remedial action management and technical services to include
engineering, design, technology development, compliance oversight, and
long- term surveillance for assigned GJPO projects. The TAR contract
will include projects such as the Monticello Remedial Action Project,
Monticello, Utah, as well as the Uranium Mill Tailings Remedial Action
Groundwater Program and the Waste Treatment Program. The FOS contract
shall provide for the operation, maintenance, and management of GJPO
on-site facilities and scientific laboratories. The term of both
contracts will be for a base period of three years with two one-year
options. Each contract will be a cost-plus-award-fee contract and will
be awarded on a level-of-effort basis with task orders. The
solicitations will be issued on or about June 30, 1995, with proposals
due approximately 60 days from solicitation issue date. Technical
Management, Business Management, and Cost proposals will be required
from all Offerors which demonstrate the Offerors' ability to provide
technical capabilities, organization, personnel, business systems, and
planning processes to satisfy the requirements of the Statement of
Work. In addition, the Offeror must demonstrate its responsiveness to
DOE's initiatives for contract reform and productivity improvements in
business and technical management. The DOE will award one TAR and one
FOS contract to the responsible Offerors whose proposals conform to
the solicitations and which are determined to be the most advantageous
to the Government. Each Offeror must disclose any organizational
conflict of interest (OCI), or potential OCI, which would affect the
Offeror's ability to render impartial, technically sound and objective
assistance or advice to DOE. Should such a possible conflict of
interest exist, Offerors should carefully consider the possibility of
disqualification from the procurement for a conflict of interest by DOE
prior to expending the time and money associated with preparing a
proposal. Offerors should initially submit their best proposal, as the
Government reserves the right to make an award without discussions.
Interested small business Offerors shall provide evidence of their
capabilities to perform either scope of work under Standard Industrial
Classification (SIC) Code 8744 with a not-to-exceed size standard of
500 employees. See Note 1. DOE will conduct a preproposal conference on
or about July 19, 1995, in Grand Junction, Colorado, for all interested
firms, a site visit of the Monticello Project will take place on or
about July 21, 1995. The RFP will also be available through the
Internet System or by mail on or about June 30, 1995. All firms listed
on the mailing list will receive a copy of both solicitations by mail.
In order to allow preparation of responses and to expedite discussion,
written comments or inquiries regarding the solicitation should arrive
at DOE by mail or facsimile (505-845-5753) at least 5 days prior to the
date of the preproposal conference. Written telegraphic and facsimile
proposals will not be accepted. The Internet host name for solicitation
information has been revised to FTP.DOEAL.GOV, or if a connection
cannot be made, connect on FTP to IP address 198.51.238.11. The RFP can
be accessed utilizing File Transfer Protocol, on both Macintosh and IBM
computer systems in Microsoft Word format. Contact the AL Help Desk at
