Mallgrave The National Institute of Standards and Technology (NIST) has
a requirement for expert engineering services for the transfer of
Automated Manufacturing Research Facility (AMRF) and Manufacturing
Engineering Laboratory (MEL) manufacturing technology to the Naval
shipyards and private industry. This acquisition requires knowledge of
manual/computer numerical controlled machine tools, direct numerical
control, machine shop practices, small lot size manufacturing, group
technology, robotics, computer aided manufacturing, computer aided
process planning, manufacturing cells, and current machine shop
planning, estimating, and design within U.S. Naval Shipyards. In order
to transfer the technology of the AMRF and MEL research to the private
sector, the contractor shall identify the appropriate technology and
the candidate industry that can utilize the technology. Candidate
technology shall include, but not be limited to: 1) the enhanced
machine tool controller, 2) quality in automation technology, 3)
ductile grinding of composite materials and 4) closed loop
manufacturing. To perform this work, the contractor shall review
technology areas within MEL and then provide recommendations on
appropriate industries where the technology could be applied. A
time-and- material (T&M) type contract is anticipated. The period of
performance is 1 base year two 12-month option periods. All responsible
sources may submit a proposal which shall be considered by the Agency.
