Falcon AFB, CO 80912-7300 A -- REQUEST FOR INFORMATION: EXISTING CORRELATION ALGORITHMS AND
SYSTEMS POC Captain Lori McConnell, (719) 380-3830. The purpose of this
announcement is to request information on existing correlation
algorithms/systems for association of multiple data/information
sources, particularly for intelligence sources. This Request for
Information (RFI) is not a solicitation for proposals and is not
intended to lead to the award of any contract. The Space and Missile
Systems Center and Rome Laboratory, Griffiss AFB, NY, are supporting
the Space Warfare Center in Project Correlation, an existing
multi-phased project to categorize and classify existing correlation
algorithms/systems for subsequent demonstrations and evaluations. In
addition, information related to the potential for scaleability and
correlation reusability of such algorithms/systems is desired. These
algorithms/systems will be studied and the information provided will
ideally be used to populate the Space Command Project Correlation
Database. The database will be continually updated and maintained as
the point source of information for USAF correlation algorithms and
systems. FOCUS OF ANALYSIS: Phase I of Project Correlation entails
categorization, classification, and study of existing intelligence
correlation algorithms/systems. Subsequent phases may consist of future
contractual efforts to evaluate correlation algorithms/systems that are
representative of each classification category from Phase I and
determine the potential for reusability. Thus, opportunities may arise
for new applications of existing algorithms/systems whose descriptions
are being requested. INFORMATION NEEDS: While independent efforts are
being conducted within the Project to collect information on
representative correlation algorithms/systems, this RFI is also being
employed to collect detailed technical information on existing
correlation algorithms/systems to improve the comprehensiveness with
which the Project can categorize algorithms/systems, identify new
requirements, identify extended applications of existing
algorithms/systems, and determine unique approaches. The types of
information being requested in this RFI, in addition to a block-diagram
level overview and description of the algorithms/systems, are: (a)
Description of domain of application, and nature and types of
intelligence data able to be processed (e.g., single-INT, multi-INT,
sensor/collector types, message types, etc.); (b) Whether measurement
formation logic is included (e.g., redundant measurement elimination,
clutter processing); (c) Whether observation alignment functions (bias
removal or accommodation, time latency aspects, platform corrections,
image preprocessing, etc.) are included within the overall processing
capability; (d) Whether association/correlation is based on kinematic
parameters, attributes, both, other, etc.--(i.e., basis for
correlation); (e) Nature of processing (batch, sequential, etc.); (f)
Nature of related gating procedures and techniques (e.g.,
multiple/special gates, coarse/fine gates, etc.); (g) Coordinate system
within which correlation processes are conducted; (h) Nature of
feasible hypotheses to which measurements can be assigned (in essence,
the nature of the assignment problem framework and hypotheses
permitted); (i) Method for assignment problem solution (e.g. Munkres,
etc.); (j) Nearest neighbor or all-neighbors approach, or other; (k)
Nature of association metrics (e.g., Bayesian-based or other); (l)
Description of, and coupling/dependency to, host computing environment.
Descriptive information is also being requested on any evaluations,
tests, real-world application experience and/or any types of
assessments of algorithm/system performance that may be available. All
responses will be protected as proprietary information if marked as
such. Personnel from the Aerospace Corporation, Geodynamics, and
Calspan will be reviewing the responses along with Government
personnel. A representative of the foregoing contractors will sign a
nondisclosure agreement in order to protect any proprietary information
within the responses. If any submitter has concerns about any of these
contractors reading their response, the submitter should so state in
their letter of transmittal, and the Government will work with the
submitter to resolve the concerns. Responses may be classified up to
and including Top Secret, Special Compartmented Information (SCI).
Submitters are reminded that transmittal and marking of classified
information must be in accordance with DoD 5220.22-M, ''National
Industrial Security Program Operating Manual (NISPOM).'' Contact Capt.
