U.S. Army Intelligence and Security Command requires two low noise fast
switching frequency synthesizers for use as the fundamental frequency
source in submillimeter wave radars. The frequency synthesizers shall
have a frequency range from 5 GHz to 12 GHz, be rack mountable, have a
front panel frequency display and a remote interface. The key system
specifications are as follows: tuning resolution of 1 Hz or smaller,
frequency accuracy of 5.0 x 10(-8)/day after 30 days normal operation,
switching speed of 1 micro-second or less over all step sizes, phase
noise of -120 dBc/Hz @ 10 KHz offset for less than 3 GHz and -115
dBc/Hz @ 20 KHz offset for less than 10 GHz, harmonics signals of less
than -50 dBc, subharmonics signals of less than -100 dBc, spurious
signals of less than -70 dBc, and output power of 10 dBm (10 Milliwatt)
or greater. The frequency synthesizer shall include all parts,
instrumentation and documentation required to deliver a turn key
system. The required delivery time shall be within 120 days after award
