Naval Oceanographic Office will issue a requirements contract for an
estimated two each current meter array winches including quantities for
spare parts, training, system enhancements (power packs, extra
demountable shafts, remote controls), and documentation. The winch will
be used to deploy and recover buoy arrays in the global seas. The basic
system design will incorporate several unique features. The winch will
employ two separate components based on a common foundation dsign; one
will contain the electro-hydraulic power supply and the other will
contain the driven components. The driven component will inclde the use
of an overhung catievere removable shaft. This cantilevered shaft
allows for the rapid exchanges of full/empty cable reel drums
(NAVOCEANO property) during deployment/recovery operations. A system to
assist in the exchange of drums and a manual levelwind is also
required. The winch system shall provide 3000 pounds of force at a 26
inch drum diameter. Fully variable and reversible speeds of up to 40
meters per minute at full load and up to 100 meters per minute at half
load are required. The two winch components could be separated by up
to 30 feet. The winch will be required to operate in conditions of sea
state 3 (Beaufort 4). The solicitation will be released on or about 30
June 1995. This procurement is 100% set aside for small business
