The Naval Aviation Supply Office (ASO) is seeking sources to provide form, fit and function replacement Inertial Navigation Unit (INU) for the LTN-72 9-21 Inertial Navigation System (INS), utilized on Navy P-3 and C-130 aircraft. The LTN-72 INS was originally manufactured by Litton Systems, Inc. as a commercial off the shelf navigation system to be used on commercial aircraft. The LTN-72 provides latitude, velocities and position data to the aircraft crew and aircraft systems over land or sea using a mechanical Spinning Mass Gyro, to stay on course until their destination is reached. Any replacement component(s) must be capable of performing, at a minimum, the same functions as the LTN-72 9-21 system. In addition, the replacement (INS) system should employ state of the art technology for a low failure rate of approximately 4.500 Mean Time Between Failure (MTBF), as demonstrated by INS systems using Ring Laser Gyro technology. Also, insertion into an aircraft of any replacement component or system will need to be accomplished without any modifications required to the aircraft itself. The prospective system will also require a Global Positioning System (GPS) interface capability with the ARN-151 GPS system installation. The prospective system should also contain provisions for accepting an internal GPS GEMM card. The subject requirement shall be solicited as a five year Indefinite Delivery Indefinite Quantity Type contract with minimum and maximum quantities. The estimated quantity for the five year period is 763 each. The estimated dollar value for the five year period is $91,560,000. Deliveries shall commence no later than January 1996. Any resultant contract shall include provisions for a long term warranty. A Best Value type solicitation may be utilized which would require offerors to submit separate technical and price proposals. The Government does not possess a full data package for either the LTN-72 or any potential replacement systems. (158)
