(BEA) ''CYCLICAL INDICATORS'' SOL 52-SAAA-5-00128 POC Michael S. Sade
- Contracting Officer The U.S. Department of Commerce, Economics and
Statistics Administration, Bureau of Economic Analysis (BEA) will
solicit proposals for a no cost/cost recovery contract on a full and
open basis. The successful contractor will assume responsibility for
the monthly production and dissemination of BEA's ''Cyclical
Indicators,'' which consists of the composite indexes of leading,
coincident, and lagging indicators and their components. The Cyclical
Indicators have been produced by the Department of Commerce since 1968.
They currently are published by BEA in a monthly news release and in
the Business Cycle Indicators section of the Survey of Current
Business. The contractor will assume day-to-day responsibility for all
aspects of the Cyclical Indicators operation. The vendor must have an
established reputation for quality and integrity in the production of
economic statistics. It must have the capacity to produce the Cyclical
Indicators on a regular monthly schedule, using the current components
and calculations, and to communicate the information freely and openly
to the public. It also must be able to provide a secure environment by
controlling access to the data so that no one gains an unfair market
advantage through knowledge of the data before its official release.
Because of the public nature of the data and methodology involved, the
''right'' to produce and distribute the Cyclical Indicators will be
non-exclusive; that is, other parties will have the ability and the
right to produce them. The Department of Commerce will release a
solicitation immediately following this announcement with an
anticipated award date of September 1, 1995. The solicitation may
require oral proposals, the details for which will be outlined in the
