Center (AFFTC) is soliciting sources for air worthy high frequency (HF)
radio systems for the Advanced Range Instrumentation Aircraft (ARIA).
The ARIA fleet consists of three (3) EC-18B and four (4) EC-135E model
aircraft. The radio systems will serve to provide voice communications
aboard the ARIA to ground, sea, or other airborne stations during
worldwide operations. The normal operating mode will be single
sideband. Each aircraft will be configured with two (2) HF radio
systems for redundancy, frequency diversity, and simultaneous use of a
multiple worldwide communication network. Including two (2) trainers
and four (4) replacement systems, the total number of radios shall be
twenty (20). As a minimum, the following characteristics are necessary
to meet AFFTC requirements: 1) 1000 watt peak envelope power
transmitter, continuous commercial service; 2) all solid state design;
3) independent transmitter/receiver pairs to provide full duplex and
half duplex operations; 4) input audio level for full power output
shall be 0 dBm referenced at 600 ohms; 5) bandwidth of the audio
channel of 300 Hz to 3kHz; 6) independent sideband operation; 7)
frequency range of 2 MHz to 29.9999 MHz in 0.1 kHz steps; 8)
self-contained multiplexing of up to two audio inputs; 9) single or
independent sideband with suppressed carrier; and 10) operating modes
of upper sideband, lower sideband, independent sideband, and amplitude
modulation. Provisions for depot level maintenance support and
training are highly desirable. Maintenance support concepts should
include detailed troubleshooting, repair and retest of failed units at
the contractor's facility. Training for technicians should include
areas such as preventive maintenance, system and module
removal/replacement, and component removal/replacement. All sources
interested in responding to this market survey are required to provide
a capabilities statement addressing the above technical requirements.
Include relevant background and experience, and points of
contact/telephone numbers from previous contracts for same or similar
equipment. Also include your business size and type (small business,
(SB), 8(a), etc.) Submit capabilities statement, background/experience,
points of contact, and business size no later than 30 Jun 95. Depending
on the responses received from this synopsis, this acquisition may be
set aside for SB, 8(a), etc. Requests by telephone to be placed on the
