Fish & Wildlife Service, Region 2, seeks bids for construction of a new
office frame-stucco building, approximately 2,000 square feet, with
related site grading, drainage, extension of existing water and
electric utilities, and septic tank and septic system. The estimated
price range is between $25,000 and $100,000. Bid, performance, and
payment bonds will be required. The project is located in La Paz
County, Arizona at the Bill Williams National Wildlife Refuge on the
south end of Lake Havasu, approximately 20 miles north of Parker,
Arizona. This is a Labor Surplus Area (LSA) set aside. The LSA
stipulation is that an offeror agrees to perform substantially in the
LSA when this is consistent with the efficient performance of the
contract and at prices no higher than are obtainable elsewhere. The
offeror agrees to use its best efforts to place subcontracts in
accordance with this policy. Copies of the solicitation will be
