UNRESTRICTED. The Standard Industrial Classification (SIC) Code, for
this project, is 1542 - General Contractor, Nonresidential, Other than
Industrial Buildings and Warehouses. The size standard is $17.0
million. This is a design/build project. The facility will be a minimum
of 151,000 gross square feet and will accomodate approximately 900
personnel positions. The facility is a five-story, triangular-shaped,
structural steel framed building with masonry veneer and glass curtain
walls. Exterior requirements include utilities, road improvements,
vehicular access routes, parking, pedestriam circulation, landscaping
and other site improvements. The plans and specifications define
aesthetic, spatial and performance requirements and delineates required
engineering systems. Design and engineering is developed to various
levels of completion. The selected contractor will be required to
finish the design and engineering services and construct the facility.
In accordance with Note 22, it is the Government's intention to
procure a DDC control system compatible with the existing central
system, as manufactured by Landis & Gyr Powers. The existing system is
based on proprietary software and there is no existing Open Protocel
Standard for energy management and control systems. Award will be based
on price and other non-priced factors which may include, but are not
limited to: Technical/Management Factors; Work Plan, Project
Staffing/Management, Design Team Profile, and Facilities Managment
Sytem; and Past Performance. Requests for plans and specs may be mailed
to the above address ATTN: Plans and Specs Office, or faxed to (202)
433-0939. Contractors within the local area are encouraged to pick-up
a copy of the plans and specs in the Plans and Specs Office, 1st Floor,
Building 212. The hours of operation are between 7:30 am to 3:30 pm,
Monday through Friday. There will be no charge for the documents,
however, there will be only one set issued per contractor. Please note,
the plans and specs will be issued on a ''first-come, first-serve''
basis. The date for issuance is 20 June 1995. The tentative date for
the pre-proposal conference is 11 July 1995. The date for receipt of
proposals is 02 August 1995. The estimate cost of construction is
