Contracting Officer, (301) 227-1159. The centralized Financial and
Management Information System(FMIS) at the Naval Surface Warfare
Center, Carderock Division consists of technical, administrative,
supply, financial, personnel, industrial, and facilities operations.
The centralized FMIS provides data/information to centralized
user-maintained systems as NSWC,CD and external systems. The FMIS is
based on Digital Equipment Corporation (DEC) minicomputers is VMS.
There is a cluster of two 8600s and a 6410. The operating system for
the VAX minicomputers is VMS. The centralized FMIS employs estensive
software applications and peripherals to support planning and
management actions involving technical projects, payroll, finance,
personnel, budget, material accounting, security and industrial
facilities. FMIS peripherals are located at both Carderock, MD,
Annapolis, MD, and Philadelphia, PA. FMIS software applications are
implemenmted utilizing DEC Data Base Management Systems (DBMS), COBOL,
Forms Management System (FMS), DATATRIEVE, and ORACLE. System
hardware, software, and operating procedures, which constitute FMIS
system capabilities, must be updated periodically and tailored to user
needs in the Navy laboratory environment in order to achieve the goals
of the system. User needs must be identified and translated into
specific technical requirements for potential FMIS implementation. The
work to be accomplished involves system maintenance which requires the
conduct of FMIS system analyses, programming, implementation, and
documentation of hardware, software, and procedures toachieve optimized
FMIS performance for supporting user management needs. The contractor
will be required to provide system enchancements and applications
software maintenance support for at least ten (10) currently
operational business applications systems: Material Accounting Systems
(MAS), Budget, Labor Distribution System, Request for Contractual
Procurement System (RCP), On-Line Management Information System, Small
Purchase Supply System (SPSS) Carderock Division Automated Requisition
System. This solicitation is a 100% Small Business Set-Aside. The
period of performance shall be for 24 months with an estimated 10,780
total man-hours. It is requested that requests for copies of the
