Emerging Small Business means a small business concern whose size is no
greater than 50% of the numerical size standard applicable to the
standard industrial classification code. SIC: 8712. Size standard for
small business is $2.5 million of annual receipts; therefore Emerging
Small Business size standard is $1.25 million of annual receipts.
Provide A/E design services to develop design concept ONLY, program
criteria, & project cost for Third Floor Outpatient Surgery Addition.
(Approximately 24,000 sq.ft. of new space and renovation of
approximately 10,000 sq.ft of existing adjoining patient ward area.
Existing two-floor structure was structurally designed to support a
third floor addition.) Project #534-059. Disciplines involved, but not
limited to are civil, architectural, electrical and mechanical. All
professional services shall be part of the design team announced in the
SF 254 & 255's. Estimated construction cost: $2,462,000. Specific
evaluation factors, not in priority order are: (1) Professional
qualifications necessary for the satisfactory performance of the
required services, including consultants; (2) Specialized experience &
technical competence in the type of work required, with examples of
similar type project designs; (3) Capacity to accomplish the work in
the time required & funding limits; (4) Past performance on contracts
with Government agencies & private industry in terms of cost control,
quality of work & compliance with performance schedules; (5) Location
of firm within a 150 mile geographical radius of the Charleston, SC,
area; (6) Prior experience in the design of alterations, maintenance
and repair projects, development of conceptual designs, and preparation
of working drawings & specifications; (7) Computer assisted drafting
(ACADR12) capabilities; (8) NSID qualified Interior Design consultant
or staff. A/E firms are required to respond in writing if interested &
shall submit a completed SF 254 & SF 255. SF 254's are NOT kept on
file at this VAMC. Firms responding to this announcement by Close of
business, 4:30 PM, (Local Charleston, SC, time), June 22, 1995, will be
considered. Firms selected for interview will be requested to present
their approach for this project & demonstrate their experience. This is
not a request for proposal. Contract award is subject to the
