Cannata, Contracting Officer at (203) 440-6516 The Naval Undersea Warfare Center Detachment New London will issue a competitive solicitation on an unrestricted basis for the design, manufacture, test and delivery of an Engineering Development Model for the Type 22 NESSIE Gen II Periscope Set. This Periscope Set will provide normal periscope functions as well as mid-wavelength infrared and Low Light Level TV Imaging and Extremely High Frequency communications capabilities. The solicitation will include requirements for a Developmental Technical Data Package, Operations and Maintenance Manual, and initial spares. There will be options included for a Production Technical Data Package, Low Rate Initial Production of up to six (6) units, and Engineering Services. A SECRET security clearance will be required prior to contract award. Contract type is Cost Plus Fixed Fee for the Engineering Development Model with Firm Fixed Price and Time and Material options. Offerors will be required to submit both technical and cost proposals. Evaluation criteria in descending order of importance are Technical Capability and Cost. Award will be based on Greatest Value.
