805-734-8232, extension 5-8718. The 30th Contracting Squadron intends
to issue a solicitation to acquire an Area Control System (ACS) similar
to the BDM R-2508 Rehost Air Traffic Control System currently in use at
Edwards Air Force Base (EAFB). This ACS will be used for airspace
surveillance/control in and around Vandenberg AFB (VAFB). Some of the
major requirements for the VAFB ACS are: 1) The system must be
installed, tested, and fully operational within 8 months after contract
award; 2) The system must be capable of accepting long-range
surveillance radar data from up to 10 different radars and have
capability for future expansion without major modification to system
hardware or software configuration; 3) The system must have the
capability to ``merge'' available data from any or all of several
different radar sites selected by the operator and generate a single
display (available for viewing at any operator console) which
integrates data from those selected radar sites; 4) The system must be
equipped with six operator consoles with the capability for future
expansion without major modification to system hardware or software
configuration; 5) Every console must be capable of performing any
system function, i.e. tracking set-up, diagnostics, etc; 6) The system
must use standard off-the-shelf components to the largest extent
possible utilizing accepted industry and DoD standards and shall be
designed so that equipment may be replaced and/or upgraded in the
future as required without major impact to other components or software
of the system; 7) The system must have no single point of failure for
critical components; 8) The system must possess the Inter-Facility Data
Transfer (IFDT) functions for National Airspace System (NAS)
integration; 9) An existing similar system must be fully operational
for a minimum of 6 months at an FAA or DoD facility; and 10) A complete
and operational system must be available for inspection by government
personnel prior to contract award. This acquisition will be full and
open competition. The Standard Industrial Classification (SIC) is 3812
(750 employees). A detailed Performance Specification will be provided
with the solicitation within 30 days after this notice is published.
