Missile Systems Center, Air Force Materiel Command, intends to award a
four month extension (01OCT95 - 31JAN96) of operations and maintenance
(O&M) support under contract F04701-92-C-0054 for Talon Shield/ALERT to
the incumbent contractor, Aerojet Electronics for four months ( 01OCT95
- 31JAN96), withSystems (AES), 1100 West Hollyvale Street, Azusa, CA
91702. The extension will include a three-month option to provide
transition support for the Talon Shield/ALERT follow-on competitive
acquisition which is anticipated to be awarded by 1 Feb 96. Aerojet,
1100 West Hollyvale Street, Azusa, CA 91702, is the incumbent
contractor. O&M support will be performed at the existing Talon Shield
development and ALERT operational facilities located at the National
Testbed Facility (NTF), Falcon AFB, CO on a 24-hours-a- 24-hours-a-day,
7-days-a-week basis. The Talon Shield/ALERT system is based on the
Central Tactical Processing Element (CTPE) which is formed around a
multiple source (N-source) tracker that combines infrared data from the
Defense Support Program with data from other National Assets to produce
faster warning capabilities and more accurate tactical parameters in
the support of theater attack operations, counterforce operations,
active defense, and passive defense. The Talon Shield/ALERT system is
an open system, distributed architecture based primarily on Silicon
Graphics Inc. (SGI) hardware. ALERT provides warning to the theater
CINCs over Tactical Information Broadcast System (TIBS) and the
Tactical Data Dissemination System (TDDS) tactical communications
networks. The minimum qualification requirements include: (a) a
thorough technical understanding and experience with SGI computer
systems, DSP satellites, real time space based early warning ground
systems, and tactical communications networks, (b) familiarity with
software for SGI computers including the SGI software tools and SGI
compilers, (c) thorough knowledge of N-Source tracker processing,
tactical parameter estimation, event display for a full range of event
data types, operator display and warning message protocols, (d)
cleared, trained and experienced hardware maintainers, and software
maintainers. This effort requires a Top Secret/SCI facility clearance
and applicable personnel with Top Secret/SCI Clearance and current
Single Scope Background Investigations (SSBI). No foreign sources may
participate due to the classified areas of this effort. Interested
