CONSULTANT (CCEC) SUPPLEMENTAL CONTRACTS for the states of Alabama,
Kentucky, Mississippi, and Tennessee. The Government reserves the right
to make multiple awards under this procurement. The resultant
contract(s) may be extended at the option of the Government for four
(4) additional one-year periods. Cumulative delivery orders for each
contract will not exceed $750,000 in any one-year period. Similar
indefinite delivery, indefinite quantity type projects to those listed
below may be awarded during the contract period: (1) Construction Cost
Estimate, Reroof, Clean, Repoint, Recaulk Exterior, Handicap
Renovations - Greenwood, Mississippi - Estimated Construction Cost -
$250,000 - $500,000 (2) Construction Cost Estimate, Space Alterations,
Federal Building & Courthouse, Owensboro, Kentucky - Estimated
Construction Cost - $750,00 - $1,500,000 (3) Technical Evaluation,
Space Alteration, Cliff Davis Federal Building, Memphis, Tennessee -
Estimated Construction Cost - $1,000,000 - $1,500,000 (4) Construction
Cost Estimate, New Construction, U.S. Courthouse, Greeneville, Tenn.
- Estimated Construction Cost - $20,000,000 - $22,000,000 There exists
the possibility that significantly smaller projects may be ordered by
the Government. Services on these types of projects, at the
Government's option, would consist of any of the following: (1)
Preparation of Detailed Cost Estimates which are supportive of the bid
documents for a wide array of projects, ranging from new construction
to building repair and alteration. (2) Preparation of Feasibility
Studies inclusive of Life Cycle Cost Analysis (3) Preparation of
Technical Analysis as described in GSA Handbook PBS P 3440.7,
Estimating Construction Modifications. (4) Provide assistance in
negotiating contracts and change orders. (5) Provide Government Cost
Estimates for various projects such as space alterations, unit cost,
and lump sum item estimates. (6) Provide Cost Estimating Services for
the preparation of and review of Cost Estimating supporting Prospectus
Development studies. Knowledge of GSA Forms 3596 and 3597, Project
Development Cost Estimating Requirements For New Construction and
Project Development Cost Estimating Requirements For Repair and
Alterations, respectively, will be required. (7) Provide Cost
Consulting Services performing reviews of Cost Estimates prepared by
design A/E Firms. The reviews will include identification of, and
recommendations for, any areas of extravagance in the design which may
drive the project budget astray. The CCEC, when assigned a delivery
order, will provide, as necessary, professional, technical,
administrative and clerical personnel to perform all required services.
The Government is also planning to award one or more similar contracts
for the states of Alabama, Kentucky, Mississippi, and Tennessee. The
Government reserves the right to place delivery orders for projects,
located anywhere in PBS Southeast-Sunbelt Region, to any CCEC
supplemental firms, regardless of their location. Categories of
evaluation criteria and associated weight factors to be applied in the
selection process are as follows: (I) Qualifications and Experience of
Key Personnel on CCEC's Team - This factor includes education,
professional experience and credentials (25 pts); (II) CCEC Firm's
Experience - This factor includes evaluation of performance in previous
projects based on demonstrated results in time, cost and quality
control, and investigation of client references (25 pts); (III) CCEC
Firm's Management Approach to Typical Projects (based on above
examples) - This factor includes evaluation of the CCE's management
plan, coordination of disciplines and consultants, and controls to
maintain quality, time schedules and cost (50 pts). Consideration for
this contract will be limited to firms located within the states of
Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South
Carolina and Tennessee. Firms must have previously established (minimum
90 days as of the date of this Announcement) production offices within
the geographic area. Firms located within the geographical limitation
and having the capabilities to perform the services are invited to
submit a letter of interest along with completed SF 254 (SF 254 must be
submitted for all consultants) and SF 255 to the procurement office
listed above. All SF 254's must be current, reflecting a date not more
than one year old from the month of this notice. Information (photos,
graphs, etc.) may be incorporated with the text in Sections 8 and 10
of the SF 255 if desired, but a maximum of three pages of additional
information may be presented. The following technical evaluation
information should be presented in Section 10 of the SF 255: 1.
Qualifications and Experience of Key Personnel a. Summarize the
qualifications, including experience, education, certification,
registration, background information, specific assignments, and other
significant information for key members of the CCEC team. For all key
personnel, identify the anticipated duties of the person as full-time
or part-time, and identify the person as an employee of the CCEC firm
or as an employee of a consulting firm. 2. CCEC Firm's Experience a.
Provide information on recently completed or on-going similar projects
that will identify the firm's qualifications, experience and
achievements. This information should clearly demonstrate the firm's
ability to perform the work required under the contract. Provide names,
addresses and telephone number of the last five clients for which the
CCEC firm has provided similar services to those described in this
Announcement. 3. CCEC's Management Approach to Typical Project a.
Provide an organizational chart, identifying the Governments's
Contracting Officer, CCEC's Project Manager, and cost analysts,
quantity surveyors, and consultants with lines of authority and
communication clearly noted. b. Describe your approach to mobilization
for a project, timely response to a task order request, resources
available to handle multiple projects, and effective management control
of personnel and consultants. Indicate additional resources that may be
utilized in the event that personnel initially named must be replaced
or supplemented during the project. c. Describe the resources and
facilities available to the CCEC. Describe in-house production
capabilities. Indicate additional outside resources that are available
to the CCEC. The Government's construction cost estimating reports are
computer generated utilizing the window driven ''Success'' cost
estimating software. Describe the CCEC's computer generated
construction cost estimating software and its compatibility with the
software used by the Government. Emphasis will be placed upon the
CCEC's computer office automation capabilities, including ability to
prepare reports compatible with ''Success'' Cost Management System's
format, the ability to interface with the Government's Microsoft Excel
V.5.0 and Word for Windows V.6.0 software, and the ability to send,
receive and share data electronically via desktop conferencing
technologies. The technical proposals will be evaluated first according
to the rating factors identified above, and then a short-list of the
most highly qualified firms will be prepared. The short-listed firms
will be notified, and interviews by Government representatives of each
firm at their respective offices will be arranged. Responses must be
postmarked within 21 calendar days from the date of publication of this
notice. A follow-up listing of firms to be interviewed will be placed
