A -- GRENADE STUN NONLETHAL XM84 POC Pat Hypes, email=phypes, Contract Specialist, 201-724-4674, Contracting Officer, Michael O'Connell Jr, 201-724-6630, email=ansebas. Sources are sought to provide information on the ability to supply a nondevelopmental, nonlethal stun hand grenade (diversionary device). The XM84 Nonlethal Stun Hand Grenade shall enable the soldier to confuse, disorient or momentarily distract a potential threat during hostage rescue and apprehension of criminals, terrorists and other adversaries. The grenade shall be a nonlethal explosive device which produces an intense light and sound display: the deice shall produce a minimum flash of 1 million candlepower and noise level between 170 - 180 decibels (dbs) @ 5-foot distance. The intense flash is intended to cause a temporary blindness similar to the strobe effect of a flash bulb and shall not cause permanent eye injury. The arming mechanism (fuze) shall be comprised of a safety pin/pull ring assembly; safety lever (spoon); spring-loaded striker assembly; and a percussion primer. 10 to 30 pounds pull-force shall be required to extract the fuze safety pin. The device shall function (detonate) 1.5 seconds plus or minus 0.2 seconds after release of the safety lever. Upon detonation, the fuze/grenade body assembly shall remain intact and produce no fragmentation. It is desired that the device not cause a fire when detonated on or around paper or cloth. The smoke output from the device detonated in a 20 foot by 20 foot by 8 foot room shall not interfere with room clearing operations during the initial 2 seconds (after detonation). It is desisred that the device be reusable upon replacement of the expended fuze. The grenade shall be hand thrown: the maximum size and weight shall be 2 inches by 6 inches (diameter x height) and 26 ounces, respectively. It is desired that the grenade be capable of penetrating a double-pane window after being thrown from a 5-foot distance. The grenade design must be rugged enough to withstand being externally carried by the soldiers on their equipment during the rigors of performing Individual Movement Techniques (IMT) or moving through an urban environment in combat/threatening condition. The packaged and unpackaged grenade shall be transportable by the soldier; in wheeled/tracked vehicles over a variety of terrain road, trail, cross country; in all U.S. Army helicopters; over unrestricted highways currently in use by U.S. Forces; and, in all U. S. Air Force cargo aircraft. Contractors will be required to submit approximately thirty five (35) bid asamples with the proposal. See Note 25. (0151)
