ADMINISTRATION (NRA) OF THE UKRAINE POC Mary H. Mace, Contracting

intends to negotiate a sole source contract with Scientific and
Technical Cooperative T-89 (T-89) for a specific computer based
training system developed on the VVER 1000/320 nuclear power plant
using Khmelnitshy 1 as the reference plant. The contractor shall
deliver this computer based training system to the Nuclear Regulatory
Administration (NRA) headquarters, formerly the State Committee for
Nuclear Safety (SCNRS), in Kiev, Ukraine. Options will be included for
computer data based training on other Russian reactor designs, i.e.,
VVER 1000/338 for South Ukraine 3, VVER 1000/302 for South Ukraine 1,
VVER 440/213 for Rovno 1, and RBMK-1000 for Chernobyl 1. In addition,
options will be included in the contract for T-89 to provide additional
computer based training systems already developed by T-89 for other NRA
offices, for the NRC Technical Training Center in Chattanooga,
Tennessee (options for Russian and English versions), and any other
locations as may be designated later. T-89 is the only contractor that
can provide the necessary computer based training system with
Russian/Cyrillic displays that is critical to the immediate and
effective use of the computer based training system. T-89 has designed
the basic development tools, graphic layouts, text formats and
teaching methodologies. The period of performance is approximately 4
years. The SIC Code for this procurement is 7373. The size standard for
this solicitation is average annual receipts for preceding three fiscal
years not to exceed $3.5 million. This is a notice of intent to
contract only. A solicitation document does not exist. Interested
parties should submit written technical documentation, to the NRC,
demonstrating their ability to furnish the effort specified to the U.S.
Nuclear Regulatory Commission, Division of Contracts, Attn: Sharon D.
