install fire detection and alarm systems to several buildings in the
B1500 Security Compound at Misawa Air Base, Japan. The fire detection
and alarm systems will include control panels, storage batteries,
battery chargers, heat and smoke detectors, alarm bells, visual and
audio notification appliances, remote annunciator and graphic
annunciators, radio frequency interference signal lines, manual alarm
station with interface and connections to existing radio fire alarm
transmitters for reporting to the fire department, minor architectural
work, and necessary work required to complete the project. Special
interest items: (1) The work for this project is within a security
compound. The contractor will be required to possess or be able to
obtain a Top Secret Facility Clearance (TSFCL) and have a labor force
consisting of individuals with or be able to obtain Top Secret
clearances (Sensitive Compartmented Information (SCI) access). Time
will be allowed in the contract for the successful contractor to obtain
the required clearances. A company with foreign owned interest (other
than US ownership) will not be able to obtain this clearance. (2) The
U.S. Government will issue invitational travel orders to the successful
contractor. These orders will entitle contractor individuals entry into
Japan under Article I(B) of the Status of Forces Agreement between the
Governments of the United States and Japan for the sole purpose of
performing the contract work. (3) Contract will be a Dollar contract.
The estimated price range of this work is between $1,000,000 and
$5,000,000. Cost for a complete set of plans and specifications is
$44.00. Cost for each additional set of specifications is $24.00. This
charge is non-refundable. Requests for solicitation documents must be
