WITH EMPHASIS ON OIL AND UNDERGROUND STORAGE TANKS, VARIOUS NAVAL
ACTIVITIES WITHIN EFA CHESNAVFACENGCOM SOL N62477-95-D-0082. DUE

work entails miscellaneous environmental engineering services for the
identification/correction of pollution abatement of oil, Toxic
Substance Control Act (TSCA), Pollution Prevention and Superfund
Amendments and Authorization Act (SARA) deficiencies at various
Navy/Marine Corps activities within the District of Columbia, Maryland,
and Northern Virginia for the Engineering Field Activity, Chesapeake.
A secondary requirement will be for general Environmental Engineering
Services for all environmental regulations. The nature of the majority
of the projects are expected to fall in the following areas:
developing or modifying environmental compliance evaluation checklist
(ECEs); developing and updating Spill Prevention Control and
Countermeasures (SPCC) and Spill Contingency (SCP) Plans; developing
Oily Waste-Waste Oil Management Plans; developing Facility Response
Plans; developing Tank Management plans; preparing specification and
drawing packages for underground storage tank and aboveground storage
tank removal actions; developing Pollution Prevention Plans; Emergency
Planning and Community Right-to-Know Act (EPCRA) data management and
reporting systems; identifying and preparing remediation plans for
removing PCB contaminated areas; UST system tightness testing (tank and
piping); evaluating results of tightness test and providing
recommendations, including cost estimates for compliance with all
applicable regulations; site characterizations and reports for
petroleum contaminated sites; monitoring for soil and groundwater
contaminaton resulting from leading tanks; completing corrective action
plans (CAPs) for responding to soil and groundwater contamination;
completing remedial designs for site cleanup for leaking tank sites;
and performing laboratory analysis of samples. The initial task will be
to modify the current Navy ECE checklist to include the state
requirements for Virginia, Maryland, and Washington, DC. The final
product for this effort will be three separate checklists (one
checklist for each state). At a minimum, the ECE checklists should
address the following environmental program areas: Air, Asbestos,
Cultural Resources, Drinking Water, Hazardous Material Control and
Management, Hazardous Waste Minimization, Hazardous Waste, Infectious
Waste, Installation Restoration, National Environmental Policy Act,
Noise, Natural Resources, Oil and Hazardous Substances, Polychlorinated
Biphenyls, Pesticides, Pollution Prevention, Potable Water, Radon,
Spill Prevention Control and Countermeasures(Oil Pollution Act 90),
Solid Waste, Title III (Emergency Planning and Community Right to
Know), Underground Storage Tanks, and Wastewater. They should also
address pending regulations which activities will be required to comply
with and state/local point of contacts for each media. The total
Indefinite Quantity Contract amount will not exceed $1,000,000 for each
year. The duration of the Contract will be for a period of one year,
with the possibility of four one-year options. The estimated start date
is October 1995. Selection evaluation criteria, in relative order of
importance, are included below. 1. Specialized experience and
professional qualifications of the firm and proposed team (and its
subcontractors) in all areas described herein including general
Environmental Engineering Services. The firm shall have extensve
experience with UST and AST testing, closures, site characterization
plans, CAPs, remediations, removals, and installations. In addition,
experience in handling multi-media work in the pollution abatement of
hazardous material/waste, PCBs, water, wastewater and other media as
described herein. The firm shall address recent experience in the areas
of SPCC plans, SCP plans, tank management plans, pollution prevention
plans, and ECE audits. The firm shall address its computer capabilities
and their application in the work described above. Preference will be
given to firms with CAD capability; 2. Preference will be given to
those firms with experience in primarily Navy/Marine Corps
environmental programs and secondarily for other governmental agencies;
3. Demonstration of sustained accomplishment of work within established
time limits for multiple and simultaneous delivery orders; 4. Past
performance and documented procedures of the prime A-E and
subcontractors in quality control/quality assurance programs, both
internal and site related, to assure quality field work, coordinated
technically accurate study results, recommendations, plans and
construction cost estimates; 5. Preference will be given to firms
within the local geographical area (within a 100 mile radius of
Washington, D.C.), provided that the application of the criterion
renders an acceptable number of highly qualified firms. Each firm's
past performance(s) and performance rating will be reviewed during the
evaluation process and can affect the selection outcome. Firms which
meet the requirements listed in this announcement are invited to submit
one copy each of the completed Standard Forms (SF) 254 and 255, U.S.
Government Architect-Engineer Qualifications, to the office indicated
below. Site visits will not be arranged during the advertisement
period. This proposed contract is being solicited on an unrestricted
basis. However, if adequate interest is received from Small
Disadvantaged Business (SDB) concerns with the technological talent
consistent with the demands of the acquisition, the solicitation will
be issued as 100 percent set aside for SDB without further notice. SDB
size standard SIC code is 8711, $2.5 million annual average over a
three year period. SDB's must be capable of complying with FAR
52.219.14 - Limitations on Subcontracting - which states that at least
50 percent of the cost of contract performance incurred for personnel
shall be expended for employees for the concern in accordance with
this clause. Interested SDB concerns should respond by the close of
business on the 15th day after the publication of this notice. Indicate
interest in the acquisition by providing the above evidence of
capability to perform and a positive statement of availability as a
small socially and economically disadvantaged business concern. Should
the due date fall on a weekend or an official Government holiday, the
SF 255 is due on the first workday thereafter. Firms having a current
SF 254 on file with this office may also be considered. Interested
firms are requested to include telefax numbers on their SF 254 in Block
3a and the Contractor Establishment Code (CEC) and Taxpayer
Identification Number (TIN) in Block 3. In Block 10, state why your
firm is specially qualified based on the selection evaluation criteria.
Also, use Block 10 to provide additional information desired by your
firm. Only the SF 254 and SF 255 will be reviewed. All synopsis related
information must be included in the SF 255. Experiences identified in
Block 8 should not be more than 5 years old. The primary person
proposed to be the direct contact with EFA Chesapeake for the contract
work must be identified as the ``Project Manager''. Information in the
cover letter and any other attachments will not be included in the
official selection process. Submit the SF 254 and SF 255 to the mail
room in the EFA Chesapeake building, Building 212, by 3:30 p.m. on the
due date. Fax copies of the SF 254 and 255 will not be accepted. This
