at (908) 866-2396 Scope of Services: This project is unrestricted and
involves Engineering and Design services for an indefinite quantity
contract for the site investigation and preparation of plans,
specifications and cost estimates for projects involving construction,
repair and maintenance of the base facilities and infrastructure. It
is anticipated that all projects involved in this contract will be in
the areas of architectural and structural disciplines. The initial
project is for the ongoing lighning protection of various areas. Each
project may require Engineering and Design Services with options for
Post Construction Contract Award Work (PCCAW) (shop drawings
review/approval and as built drawings preparation), also consultation
during construction. Options are normally exercised within six months
of completing the prior work but delays of one year or more are
possible. As part of this contract an asbestos and lead paint
assessment may be required to determine the presence of these material.
If asbestos and lead paint is found, this contract will be amended to
include sampling and testing and the preparation of plans and specs
showing the location of asbestos and lead paint and specifying the
procedures to be followed to prevent the release of airborne materials
and their removal. Firms unable to accept work involving asbestos or
lead paint, need not apply Significant evaluation factors (in order of
importance) are: 1. Specialized experience of the firm in the type of
work required. 2. Professional qualifications of staff to be assigned
to this project. 3. Professional capacity of the firm to perform the
contemplated work within the required time limits. 4. Past performance
with respect to construction cost control, quality of work, and
compliance with performance schedules (with emphasis on work on
Department of Defense contracts). 5. Similar and specific NAVY and DOD
experience in the work is required. 6. Location of the firm in the
general geographical area of the project, provided that there is an
appropriate number of qualified firms therein for consideration.
Estimated Construction Cost of all projects ECC: $1,000,000.
Construction Contract Number: N62472-95-D-4238. (This number must be
cited on SF255). Type of Contract: Firm Fixed Price. Estimated Start
Date: September 1995. Estimated Completion Date: September 1996. A/E
firms which meet the requirements described in this announcement are
invited to submit completed Standard Forms 254 (unless already on file)
and 255, U.S. Government Architect-Engineer Qualifications, to the
office shown below. Firms responding to this announcement on or before
25 June 1995 will be considered. Respondents may supplement this
proposal with graphic material and photographics which best demonstrate
design capabilities of the team proposed for the project. No materials
submitted will be returned. This is not a request for proposal.
Subject to necessary changes, the total fee that may be paid under this
contract for the first year will not exceed $200,000. A second year
option for $200,000 may be exercised at the discretion of the
Government subject to workload and/or satisfaction of A/E performance
