The work will include the following: (Approx. quantities) Excavation of 11,000 CY of contaminated soil (volatile, semivolatile organic compounds, arsenic and cyanides), stockpile the soil for analysis, transport any contaminated soil to an off-site hazardous waste high temp thermal destruction unit (incinerator) which is in compliance and EPA licensed and pay the proprietor of the incinerator to incinerate the soils and dispose of the ash appropriately. The ash may require stabilization and/or solidification prior to disposal due to the presence of arsenic. The Contractor will also be required to implement rainwater drainage controls around the area of contamination (AOC) by excavating 9,600 CY of uncontaminated soil to form a drainage swale (depth of 2 feet) around the AOC. Upon completing the removal of all contaminated soil the excavated areas will be filled with uncontaminated soil and seeded. The estimated construction cost of this project is between $15,000,000 and $20,000,000. Contractor's Quality Control will be a requirement in this contract. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 540 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bid sets will be available on/a June 15, 1995. All requests for solicitation packages should be made in writing no later than 14 days prior to bid opening. After such time, packages will be furnished if supply is available.
